Comm. Hinutes--September 20, 1990 533

HEALTH INSURANCE LEVY, Budget approved
Mr. Montplaisir said the Benefits Committee is recommending four
different health insurance plans: 1) $100.00 deductible, 10%
co-insurance; 2) $100.00 deductible, 10% co-insurance with
single dental; 3) $250.00 deductible, 20% co-insurance; and 4)
$250.00 deductible, 20% co-insurance with single dental.

Employees are to select which plan they prefer, and 70% of
employees have to select the dental plan in order for the County
to use the dental plan. Smokers will have to pay $10.00 more
per month than non-smokers, MOTION, passed
Mr. Wieland moved and Hr. Eckert seconded to approve the
Health Insurance Levy at 4 mills and health insurance plan
to be selected by Cass County employees. On roll call
vote, the motion carried unanimously.

SUPERINTENDENT OF SCHOOLS, Budget approval delayed
The Superintendent of School's salary was discussed. According
to current County policy, a newly elected official's salary is
set at the statutory minimum, which is $24,000 for this
position. Mr. ,Montplaisir urged the Commission to use the
County's salary range instead of statutory minimum as a guide.

A suggestion was made that wording in the policy be changed
whereby elected officials would start out at the minimum of Cass
County's pay range when hired. Hr. Hontplaisir recommended the
new Superintendent of Schools be budgeted at the bottom of the
scale with salary to be reviewed after six months.

Mr. Shannon requested that liaison Commissioners Sondra'll and
Toussaint meet with Geoff Riches and Hike Montplaisir to come
up with a suggestion for the Superintendent's salary by tomorrow
morning's budget meeting.

WATER RESOURCE DISTRICTS, Budget approved
Mr. Montplaisir said there are five budgets, one for each of
four boards and one for Red River Joint Water Board. He said
the Water Resource Districts should modify their budget sheets
submitted to the County to include reserves.

Mr. Wieland discussed the "Cass County Model Project" report's
suggestion to have one water board instead of four. Mr. Shannon
said that nothing can be done with this issue presently.

Mrs. Toussaint said last year $30,000 was budgeted under
Southeast Cass Water Resource District to repair Drain #10 along
County Road 20. She spoke with Fred Selberg, Chairman of the
Southeast Cass water board, and discovered that the drain has
not been fixed this year. She expressed concern over money
budgeted for this project and not being used. MOTION, passed
Mr. Eckert moved and Mrs. Toussaint seconded to approve the
budgets for Southeast Cass, Rush River, Maple River and
North Cass Water Resource Districts and the Red River Joint
Water Board. On roll call vote, the motion carried
unanimously.
