Minutes--September 20, 1990 532 <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />SEPTEHBER 20, 1990 <br /> <br />MEETING TO ORDER <br />Chairman Gene Shannon called the meeting to order with the <br />following members present: Oscar Sondra11, Don Eckert, Alon <br />Wieland, Sharon "Pepper" Toussaint, and Gene Shannon. <br /> <br />ROAD DEPARTMENT, Equipment utilization study, budRet approved <br />Don Richards, Engineer, and Steve Grindberg, Road Supervisor, <br />were present. There was discussion regarding the payroll <br />changing from every two weeks to once per month. Mr. Richards <br />prefers the present set-up of every two weeks, but will <br />cooperate with the Commission's decision. Mr. Wieland said this <br />change would create uniformity between the Road Department and <br />the rest of the County. <br /> <br />Mr. Wieland requested a 5-year plan for purchase of equipment at <br />the budget meeting with the liaison commissioners last month. <br />Mr. Richards did not have the plan completed. Mrs. Toussaint <br />suggested there be a study on equipment utilization before <br />purchasing equipment. This suggestion was outlined in the "Cass <br />County Model Project" report. <br /> <br />Mr. Shannon agreed with conducting a study to look into <br />equipment utilization and developing a 5-year plan. Mr. Wieland <br />suggested that the plan be long-range instead of restricting it <br />to five years. <br /> <br />Also, the phone system at the Road Department was discussed. <br />Mike Montplaisir, County Accountant, said that tying this <br />department in with the rest of the County's system would not be <br />cost effective. Mr. Richards would like all of the incoming <br />calls to go to one central point and is in favor of updating the <br />system. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to reduce the <br /> road maintenance line item by $2,000 and transfer the money <br /> into the office/phone line item. On roll call vote, the <br /> motion carried unanimously. <br /> <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Wieland seconded to approve <br />the Road Department budget with the stipulation that no <br />equipment be purchased until completing a long-range plan <br />on equipment usage and utilization study by an appropriate <br />party· On roll call vote, the motion carried unanimously· <br /> <br />lO-MILL ROAD LEVY, Budget approved MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to approve the <br /> Special lO-mill Road Levy budget. On roll call vote, the <br /> motion carried unanimously. <br /> <br /> <br />
