Minutes--September 18, 1990 527 <br /> <br />RECESSED MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />SEPTEHBER 18, 1990 <br /> <br />HEETING TO ORDER <br />The recessed meeting of the Board of Cass County Commissioners was <br />called to order at 2:00 p,m, with all members present, The purpose <br />of the meeting was to hear the final report of the "Cass County Model" <br />from the task force study, <br /> <br />CASS COUNTY MODEL, Presentation by Scott Kildahl <br />Mr. Scott Kildahi, Project Coordinator, made the presentation on <br />behalf of the task force which studied areas of finance and taxation, <br />human services, political subdivisions, public safety, transportation, <br />economic development, future space and planning, education, future <br />legislation, solid waste and survey data. A "Cass County Model" for <br />the 90's was presented, along with a sample home rule charter. <br /> <br />In conclusion, Mr. Kildahl asked the Commission to consider the <br />following steps: 1) consider the immediate changes outlined in this <br />report to enhance the present county operation, 2) consider an <br />education program for the voters of Cass County that will establish <br />county wide study groups to analyze these far reaching <br />recommendations, 3) convene a Charter Commission to begin the <br />important process of framing a charter acceptable to the voters of <br />Cass County. <br /> <br />CASS COUNTY MODEL, Comments solicited from those in attendance <br />Mr. Shannon said this is the first time that Commissioners had an <br />opportunity to hear the report. There was a general feeling of <br />amazement at the volume of work that was done these past several <br />months. <br /> <br />Comments were also solicited from members of the task force who were <br />present. <br /> <br />Dayton Byram suggested that copies be provided to each township <br />government in order to gain the public's interest in the project. <br /> <br />Bob Wood, Chairman of the Grand Forks County Commission, congratulated <br />Cass County for taking this initiative. <br /> <br />North Dakota Lieutenant Governor Lloyd Omdahl commended the people in <br />Cass County and the Commission for having the courage to do this <br />project and for involving the people at the grass roots level. <br /> <br />CASS COUNTY MODEL, Phase II to be implemented <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Sondra]l seconded that the <br /> Cass County Commission immediately enter into Phase II of <br /> the "County Model" project by: <br /> <br />1) <br /> <br />Approving $50,000 for a one year program to implement county- <br />wide electorate education to give the voters an opportunity to <br />understand and/or amend "model" recommendations. <br /> <br /> <br />
