Minutes--September 18, 1990 527 RECESSED MEETING OF CASS COUNTY BOARD OF COMMISSIONERS SEPTEHBER 18, 1990 HEETING TO ORDER The recessed meeting of the Board of Cass County Commissioners was called to order at 2:00 p,m, with all members present, The purpose of the meeting was to hear the final report of the "Cass County Model" from the task force study, CASS COUNTY MODEL, Presentation by Scott Kildahl Mr. Scott Kildahi, Project Coordinator, made the presentation on behalf of the task force which studied areas of finance and taxation, human services, political subdivisions, public safety, transportation, economic development, future space and planning, education, future legislation, solid waste and survey data. A "Cass County Model" for the 90's was presented, along with a sample home rule charter. In conclusion, Mr. Kildahl asked the Commission to consider the following steps: 1) consider the immediate changes outlined in this report to enhance the present county operation, 2) consider an education program for the voters of Cass County that will establish county wide study groups to analyze these far reaching recommendations, 3) convene a Charter Commission to begin the important process of framing a charter acceptable to the voters of Cass County. CASS COUNTY MODEL, Comments solicited from those in attendance Mr. Shannon said this is the first time that Commissioners had an opportunity to hear the report. There was a general feeling of amazement at the volume of work that was done these past several months. Comments were also solicited from members of the task force who were present. Dayton Byram suggested that copies be provided to each township government in order to gain the public's interest in the project. Bob Wood, Chairman of the Grand Forks County Commission, congratulated Cass County for taking this initiative. North Dakota Lieutenant Governor Lloyd Omdahl commended the people in Cass County and the Commission for having the courage to do this project and for involving the people at the grass roots level. CASS COUNTY MODEL, Phase II to be implemented MOTION, passed Mrs. Toussaint moved and Mr. Sondra]l seconded that the Cass County Commission immediately enter into Phase II of the "County Model" project by: 1) Approving $50,000 for a one year program to implement county- wide electorate education to give the voters an opportunity to understand and/or amend "model" recommendations.
