Hinutes--September 12, 1990 522 <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to adopt the <br />States Attorney's budget as outlined with the exception of <br />removing $2,600 for a printer that has already been <br />purchased and moving $36,000 from the Commission budget for <br />salary and benefits of a fraud investigator. <br />AMENDED MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to amend the <br />motion to standardize salaries to conform to proposed <br />salary recommendations from Personnel Department. On roll <br />call vote, motion carried unanimously on the amended <br />motion. Motion carried unanimously on the main motion. <br /> <br />HEALTH INSURANCE, Rate increase of 33% expected <br />Health insurance premiums are increasing 33% January 1 for the same <br />coverage County employees are receiving, according to Mike <br />Montplaisir. He said the Benefits Committee has been reviewing <br />options regarding the health insurance fund. Mr. Montplaisir and <br />Mr. Riches will meet with employee groups to tell them the options. <br />The maximum levy the County can raise for health insurance is about <br />$640,000, 'leaving a balance of $120,000 to be picked up by County <br />employees in addiition to what they are already paying. <br /> <br />NDSU, Computer center fundin~ removed from budget <br />Officials from North Dakota State University presented a request for <br />.7-mi'll levy to raise approximately $100,000 for 1991 and for each of <br />the next four years, for a total of $500,000, for a proposed computer <br />center at NDSU. Mr. Russ Slotten said the request is being made <br />under the job creation and economic development levy in State law. <br /> <br />Mr. Wieland preferred a vote of the people on this request, but there <br />isn't enough time to place it on the general election ballot. He <br />acknowledged the levy would increase property taxes in Cass County, <br />if approved. Hr. Eckert wanted an opinion from the States Attorney <br />if this is a legitimate use of those funds before voting on it. <br /> <br />Mrs. Toussaint didn't see how this relates to County core business. <br />She said the computer center will benefit the whole region, not just <br />Cass County and Fargo. Mr. Sondrall was concerned that the <br />Commission would have to cut many smaller programs if this request is <br />approved. Mr. Shannon said the County's only income comes from <br />property taxes. There are 37 exemptions from property taxes, and <br />NDSU is one of them so the County is actually supporting NDSU now. <br /> MOTION, failed for lack of a second <br /> Mr. Wie]and moved to include .7 mill under jobs development <br /> levy for the year 1991 to be used as a source to help <br /> provide for construction of a computer center at NDSU, <br /> subject to the States Attorney opinion. Hearing no second, <br /> the Chairman declared the motion lost for lack of a second. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Sondrall seconded to remove the <br /> $100,000 from the preliminary budget. On roll call vote, <br /> motion carried with Mr. Eckert and Mr. Wieland opposing. <br /> <br />ADJOURNMENT <br /> MOTION, passed <br /> On motion by Mr. Wieland and seconded by Mrs. Toussaint, <br /> the Chairman declared the meeting adjourned. <br /> <br /> <br />
