Comm, Hinutes--September 12, 1990 520 <br /> <br />SPECIAL HEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />SEPTEMBER 12, 1990 <br /> <br />HEETING TO ORDER <br />Chairman Gene Shannon called the special meeting to order and all <br />members were present as follows: Oscar Sondra11, Alon Wieland, Don <br />Eckert, Sharon "Pepper" Toussaint, and Gene Shannon· <br /> <br />CHILD ENFORCEHENT UNIT, Budget approved NOTION, passed <br /> Hr. Wieland moved and Mr Eckert seconded to standardize the <br /> salaries in the Child Support Enforcement budget to conform <br /> to proposed salary recommendations from the Personnel <br /> Department. On roll call vote, motion carried unanimously. <br /> NOTION, passed <br /> Hfs. Toussaint moved and Mr. Wieland seconded to adopt the <br /> Child Support Enforcement budget as amended. On roll call <br /> vote, motion carried unanimously. <br /> <br />CLERK OF DISTRICT COURT, Budget approved NOTZON, passed <br /> Hr. Eckert moved and Hr. Wieland seconded to adopt the <br /> Clerk of Court's budget as outlined. <br /> Discussion: Hr. Shannon suggested that Hike Hontplaisir <br /> work with the Clerk of District Court looking for ways to <br /> streamline duties instead of adding staff. Personnel <br /> Director Geoff Riches said he is reviewing salaries in all <br /> departments and will make some comparisons in both the <br /> Clerk's Office and the Child Support Enforcement Office in <br /> the next 60-90 days, and he could make a recommendation on <br /> a proposed new position in the Clerk's Office. <br /> AMENDED NOTION, passed <br /> Hr. Wieland moved and Mrs. Toussaint seconded to offer a <br /> subsidiary motion to the main motion to specifically <br /> stipulate that the budget adoption is subject to the <br /> following: 1) review by the Personnel Department; <br /> 2) request for outside assistance from an accounting firm <br /> to review the department if the Commission so desires and <br /> chooses the firm; 3) that part of the equipment budget tied <br /> to the new position would not be purchased until the <br /> position is filled; and 4) subject to final approval by the <br /> Commission prior to the hiring. The motion carried on roll <br /> call vote with four members voting "Aye", Mr. Eckert <br /> opposing. At the call for the question on the main motion <br /> with the subsidiary motion intact and on roll call vote, <br /> motion carried unanimously. <br /> <br />GARRISON DIVERSION, Levy approved NOTZON, passed <br /> Hr. Wieland moved and Mrs. Toussaint seconded to approve <br /> the Garrison Diversion levy as presented with an increase <br /> from .8 to 1 mill. On roll call vote, motion carried <br /> unanimously. <br /> <br /> <br />
