We <br />are general contractors performing work in about 17 states, with the majority of our work concentrated <br />in North Dakota, South Dakota, and Minnesota. We have over 100 licensed motor vehicles, including <br />7 "heavy-haul" tractor trailer trucks. During the course of an average year, the heavy~haul units move <br />our fleet of cranes, rotomills, excavators, dozers, loaders, and other large equipment to over 175 <br />different job sites. As of today, we do not know the location or character of about 170 of those jobs <br />we hope to construct next year. <br /> <br />We are aware that the county's permitting system is in-place to protect the roads from excessive <br />deterioration, and that it costs the taxpayers money when the roads need to be upgraded or repaired. <br />For that reason, we support the permitting system, and have made every effort to fhHy comply. <br /> <br />In May of this year Cass County enacted the above captioned regulations, which will greatly increase <br />our costs to move equipment from our yard at Co. Rd. 10 & 17 to our jobsites around the country, <br />putting us at competitive disadvantage. Prior to the enactment of the regulations, permits were <br />required, but no fee was imposed for their issuance. I have met with Mr. Keith Berndt regarding the <br />fee schedule associated with the overweight permits, and requested a limited variance from them as <br />they apply to the Road Restriction Reduction in Weights for hauling units which Industrial Builders, <br />Inc. has purchased a Seasonal Over Height, Over Width, or Over Length and Ovenveight Pt~mit. He <br />indicated that we should request this in writing: <br />Industrial Builders, Inc. requests that loads carried by a properly permitted Cass County <br />Government Seasonal Over Height, Over Width, or Over Length and Overweight Permit <br />issued as unrestricted be allowed to travel from our yard located at County Road 10 & 17 <br />to the Interstate 29 ramp at Harwood without requiring the payment of additional fees or <br />the issuance of any further permits during the period that Road Restriction Reduction in <br />Weights are in effect. In other words, Seasonal Permits apply year-round for loads <br />hauled on Co.
