Minutes--September 4, 1990 514 <br /> <br />Commission at 2:00 p.m., September 19, at the Doublewood; <br />notice of bid opening September 21 in Bismarck for bridge <br />structure 3 miles east of Harwood;'Road Advisor's Workshop <br />agenda for Region 8 meeting October 24 and 25 in Rapid <br />City; E-911 budget request from Casselton Volunteer <br />Ambulance Service for funding for dispatching calls; <br />Professional Building Services' response in part to memo <br />concerning insufficient cleaning services in Courthouse; <br />correspondence from Ronald Brakke received August 28, 1990; <br />Cass County Historical Society notice of meeting September <br />4 at 7:00 p.m. and board minutes of August 7 and August 20; <br />Blue Ribbon Panel notice of meeting September 5 and minutes <br />of August 27; letter dated August 31 from jail inmate <br />referred to States Attorney; letter from Darnell Lundstrom <br />regarding appoint-ment of Howard 01son to Garrison <br />Diversion. On roll call vote, motion carried unanimously. <br /> <br />17. <br /> <br />COMMISSION MEETING RECESSED MOTION, passed <br /> On motion by Mr. Wieland and seconded by Mrs. Toussaint, <br /> the Chairman declared the meeting recessed until 1:30 p.m. <br /> for the purpose of approving the 1991 preliminary budget. <br /> <br />18. <br /> <br />COMMISSION MEETING RECONVENED, Budget review <br />Chairman Shannon reconvened the meeting at 1:30 p.m. with al1 members <br />present as follows: Oscar Sondra11, Alon Wieland, Don Eckert, Sharon <br />"Pepper" Toussaint, and Gene Shannon. <br /> <br />19. <br /> <br />PRELIMINARY BUDGET REVIEW, Accountant's pro,iections <br />Mike Montplaisir projected the tax levy for 1991 will go down by 2.22 <br />mills because revenues for 1990 were better than anticipated at this <br />time last year. However, he said the 1991 budget has a 6.5% increase <br />over last year. Areas affecting the increase are salaries, health <br />insurance, proposal for 15 new employee positions, Courthouse and <br />jail maintenance programs. <br /> <br />20. <br /> <br />NDSU COMPUTER CENTER, Added to preliminary budget <br />Mr. Wieland requested that $100,000 be added to the preliminary <br />budget in economic development for North Dakota State University <br />computer center. He said NDSU is looking for dollars to help pay the <br />local share and suggested that President Jim Osbun and Russell <br />Slotten appear at the next meeting to explain their request. Mr. <br />Eckert said he doesn't have a problem with listening to someone's <br />proposal. <br /> MOT~ON, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to include <br /> $100,000 under job development in the 1991 preliminary <br /> budget and allow NDSU to make a formal request to the <br /> Commission with a final decision to be reached after it is <br /> referred to the States Attorney to see if job development <br /> funds can be used for this purpose. <br /> Discussion: Mrs. Toussaint asked how this fits into the <br /> County's core business. She said NDSU lost State dollars <br /> because of the December tax referral vote but so did Cass <br /> County. Mr. Wieland said he wasn't voting to accept or <br /> reject it at this point but felt they should be allowed to <br /> make a presentation. At the call for the question, motion <br /> carried with Mr. Eckert, Mr. Sondrall and Mr. Wieland <br /> voting "Aye", Mrs. Toussaint and Mr. Shannon opposing. <br /> <br /> <br />
