Comm. Minutes--August 21, 1990 507 <br /> <br />full time, if a full-time person is not needed. Mrs. Toussaint said <br />the Cass County Hods1 task force on eduction may have a <br />recommendation about the superintendent of schools position. <br /> <br />States Attorney Robert Hoy said the vacancy is for an unexpired term, <br />and he did not believe the Commission could change it from full-time <br />to part-time now. After January 1, 1993, the position will be <br />appointed, rather than an elected position. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Sondral] seconded to retain <br /> Joyce Holm as Superintendent of Schools on a part-time <br /> basis of 2 1/2 days per week at the same hourly rate of pay <br /> she is receiving, until her successor is elected and <br /> qualified; and that Ms. Holm contact appropriate people so <br /> the public is aware of her schedule. On roll call vote, <br /> motion carried unanimously. <br /> <br />18. <br /> <br />LEGISLATIVE PROPOSALS, Meeting suggested with department heads <br />Commissioner Wieland said he received one response from the Register <br />of Deeds to the Commission's earlier request for legislative <br />proposals from County department heads. He summarized proposed <br />resolutions received from the State Commissioners Association. <br /> <br />Mr. Shannon suggested that Mr. Wis]and write a memo to department <br />heads re-soliciting their concerns and suggesting a date for the <br />Commission to meet with them prior to meeting with legislators. <br /> <br />19. <br /> <br />SOCIAL SERVICES, Community Survival Program, Director's Employment <br />A~reement. hiring Eligibility unit Supervisor <br />There was no objection to the Chairman's suggestion to amend the <br />agenda to include approving the actions of the Social Services Board <br />from their meeting earlier today. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wis]and seconded to adopt the <br /> Contract of Separation of the Community Surviva] Program; <br /> authorize the Social Services Board Chairman to sign the <br /> Director's Employment Agreement with Kathy Hogan; and to <br /> authorize advertising for Eligibility Unit Supervisor. <br /> Discussion: The County is not obligated under State ]aw or rule <br /> and procedure to pay a merit system employee sick leave coming <br /> into Cass County's employment according to States Attorney Bob <br /> Hoy, who was able to contact the State Human Services Department <br /> after the Social Services Board meeting today. He also gave <br /> this information to Geoff Riches, Kathy Hogan, and Jerry <br /> Skjonsby, At the call for the question and on roll call vote, <br /> the motion carried unanimously. <br /> <br />20. <br /> <br />DUMP SITE CLEAN-UP, RIVERDALE CENTENNIAL, HISTORICAL SOCIETY BLUE <br />RIBBON PANEL, ROAD CONSTRUCTION ON 52ND AVENUE SOUTH, EAST CENTRAL <br />COHHISSIONERS MEETING, Committee reports <br />Road Department crews will clean debris from highway right of way in <br />Barnes Township beginning at 8:00 a.m. Wednesday, August 22nd. <br /> <br />Mr. Sondrall wrote a 'letter thanking Dakota Monument Company for <br />donating a stone representing Cass County in the Riverda]e, ND <br />Centennial Project, and for delivering the stone. <br /> <br /> <br />
