Mrs. Toussaint said the Cass County Hods1 task force on eduction may have a recommendation about the superintendent of schools position. States Attorney Robert Hoy said the vacancy is for an unexpired term, and he did not believe the Commission could change it from full-time to part-time now. After January 1, 1993, the position will be appointed, rather than an elected position. MOTION, passed Mrs. Toussaint moved and Mr. Sondral] seconded to retain Joyce Holm as Superintendent of Schools on a part-time basis of 2 1/2 days per week at the same hourly rate of pay she is receiving, until her successor is elected and qualified; and that Ms. Holm contact appropriate people so the public is aware of her schedule. On roll call vote, motion carried unanimously. 18. LEGISLATIVE PROPOSALS, Meeting suggested with department heads Commissioner Wieland said he received one response from the Register of Deeds to the Commission's earlier request for legislative proposals from County department heads. He summarized proposed resolutions received from the State Commissioners Association. Mr. Shannon suggested that Mr. Wis]and write a memo to department heads re-soliciting their concerns and suggesting a date for the Commission to meet with them prior to meeting with legislators. 19. SOCIAL SERVICES, Community Survival Program, Director's Employment A~reement. hiring Eligibility unit Supervisor There was no objection to the Chairman's suggestion to amend the agenda to include approving the actions of the Social Services Board from their meeting earlier today. MOTION, passed Mrs. Toussaint moved and Mr. Wis]and seconded to adopt the Contract of Separation of the Community Surviva] Program; authorize the Social Services Board Chairman to sign the Director's Employment Agreement with Kathy Hogan; and to authorize advertising for Eligibility Unit Supervisor. Discussion: The County is not obligated under State ]aw or rule and procedure to pay a merit system employee sick leave coming into Cass County's employment according to States Attorney Bob Hoy, who was able to contact the State Human Services Department after the Social Services Board meeting today. He also gave this information to Geoff Riches, Kathy Hogan, and Jerry Skjonsby, At the call for the question and on roll call vote, the motion carried unanimously. 20. DUMP SITE CLEAN-UP, RIVERDALE CENTENNIAL, HISTORICAL SOCIETY BLUE RIBBON PANEL, ROAD CONSTRUCTION ON 52ND AVENUE SOUTH, EAST CENTRAL COHHISSIONERS MEETING, Committee reports Road Department crews will clean debris from highway right of way in Barnes Township beginning at 8:00 a.m. Wednesday, August 22nd. Mr. Sondrall wrote a 'letter thanking Dakota Monument Company for donating a stone representing Cass County in the Riverda]e, ND Centennial Project, and for delivering the stone.
