Comm. Hinutes--August 7, 1990 502

15.

16.

17.

Mr. Wieland said the method of having one Commissioner do an in-depth
review of bills each month has been an excellent educational process
to know where the money is being spent. Mr. Shannon said it is a
necessary part of the process of overseeing budgets by comparing
expenditures with budget authorizations.

TREASURER'S OFFICE, Clerk II salary adjustment
Former Treasurer Haxine Liversage recommended that the salary of
Diane Heier as a Clerk II in Grade 9 be increased from $6.64 to $7.00
per hour effective August 1, 1990, because of her previous employment
in the Treasurer's Office.

Geoff Riches, Personnel Director, said Commission approval is
required since the salary is above mid-point of that salary range.
He recommended approving the request because of Hrs. Heier's previous
employment, and he said it does not impact any other person in the
Treasurer's Office.

Mr. Wieland asked how this affects people in other offices, and
Mr. Riches said he looks at how it will impact the office uniquely.
He said the long-range goal is to look at the impact on employees in
other offices in the same pay grade.

Mrs. Toussaint asked about the proposed 5% increase January 1, 1991,
for this position. Hr. Riches said Hrs. Heier would not receive the
proposed 5% increase because that would place her at the maximum of
the salary range for her pay grade. NOTION, passed
Mr. Eckert moved and Hr. Sondrall seconded to approve the
salary of Diane Heier as Clerk II, Grade 9, in the
Treasurer's Office at the rate of $7.00 per hour effective
August 1, 1990, with an agreement that there be no salary
increase for 1991. On roll call vote, motion carried
unanimously.

NORTH DAKOTA ASSOCIATION OF COUNTIES, Planning meeting in Fargo
Lobbying should be the principal role of the North Dakota Association
of Counties, according to Commissioners Wieland and Shannon, who met
with a group in Fargo July 26 and 27. A copy of the mission
statement from the meeting conducted by the state association is on
file.

JAIL, Fire inspection recommendations
The Chairman asked Commissioners Wieland and Eckert for ideas on the
most cost-effective way to solve immediate concerns raised by the
fire department after the recent jail inspection. Mr. Eckert said
they visited with the Sheriff about the inspection.

Sheriff Don Rudnick recommended putting money in the 1991 budget to
install a 3" concrete slab, a sprinkler system and fire rated doors;
and to replace existing smoke detectors as recommended by the Simplex
Time Recorder Company. Hr. Shannon asked if the Fire Chief
recommended replacing the smoke detectors, and the Sheriff said it
was not recommended in their June 7, 1990, fire safety inspection
report. Mr. Eckert asked the sheriff to call the fire department for
their opinion on the need to replace the smoke detectors, and Hr.
Shannon asked Commissioners Wieland and Eckert to follow up on that.
