Ninutes--August 7, 1990 <br /> <br />11. <br /> <br />12. <br /> <br />AND FURTHER, that the States Attorney develop appropriate <br />language for a "No Dumping" sign which is to appear on a <br />sign or signs to be manufactured under supervision of the <br />Highway Engineer and appropriately placed at this same <br />location by the Engineer. The sign should also include <br />notice of a $300 reward offered under NDCC 24-12-04.1. <br /> <br />AND FURTHER, that in view of the broad cooperation towards <br />controlling unlawful disposal of solid waste, that the <br />Sheriff instruct his officers to seek every effort to <br />ticket violators of NDCC 12-24-03, a class B misdemeanor <br />allowing 30 days in jail and a $500 fine, and other <br />statutes as may apply to improper disposal of identified <br />solid waste. <br /> <br />AND FURTHER, that the County Planner develop a review of <br />the suggested proper procedures for disposal of solid waste <br />with special emphasis on appliances for release to area <br />news media by September 1, 1990, to further public <br />understanding of and to encourage participation in proper <br />procedures for disposal of solid waste. <br /> <br />Discussion: Mr. Shannon said Barnes Township is supportive <br />of the Commission's action. A representative was present <br />from Barnes Township, Doug McLeod, and he said Barnes <br />Township has no objection to installing a sign or signs at <br />that location. County Planner Earl Haugen said there are <br />other dump sites on road rights of way but they are near <br />the Fargo landfill, and the Sanitation Department cleans <br />that up. On roll call vote, motion carried unanimously. <br />Mr. Wieland returned the chair to Mr. Shannon. <br /> <br />PLAT OF COSSETTE FIRST SUBDIVISION, Approved on condition <br /> MOTZON, passed <br /> Upon recommendation of the Cass County Planning Commission, <br /> Hr. Sondrall moved and Hfs. Toussaint seconded to approve <br /> the final plat of Cossette First Subdivision located in <br /> Stanley Township with the condition that a sewage permit <br /> may not be issued for lot number two; and that the Chairman <br /> be authorized to sign the final plat as having been <br /> approved by the Cass County Board of Commissioners. On <br /> roll call vote, motion carried unanimously. <br /> <br />PLATTING AND LAND SUBDIVISION REGULATIONS, U.S, West request denied <br />The Planning Commission denied a request at its August 2nd meeting <br />for a variance from requirements of the Cass County Plattin~ and Land <br />Subdivision Regulations from Fargo Moorhead Cellular Limited <br />Partnership and U.S. West NewVector Group, Inc. for the reason that <br />the regulations do not place undue hardship on the applicant. <br /> <br />William Buell, from Dahlgren, Shardlow and Uban, Inc., was present on <br />behalf of the applicant. He said they are requesting a variance from <br />procedure to save time, not a variance of performance standards. Mr. <br />Haugen said subdivision regulations were established to run <br />simultaneously with time restraints required for townships. <br /> <br /> <br />
