Minutes--JANUARY 16, .1990 417 WHEREAS, every effort will be made to secure up to $42,500* in donations and grants from the community to research the issues and make recommendations to the county. HOTZON, passed Mrs. Toussaint moved and Mr. Eckert seconded that a citizen group be formed called The Cass County Model of the Partnership For Effective Government to study issues and to make recommendations for action for county government, that an initial report be delivered to the commission by September 1, 1990, that final additional recommendations and follow up be presented to the commission on or before December 31, 1990, that a budget maximum be established not to exceed $50,000 to perform the job, that the administrative details of the effort are to be handled by Cass County; and further, that Mr. Scott Kildahl shall be hired as the project coordinator with his work to begin in earnest on March 1, 1990. The Chairman called for discussion. The resolution read by Mr. Shannon suggested securing $25,000 in donations and grants. Mr. Eckert suggested changing it to $42,500. Mr. Shannon said the Commission added $7,500 for public polling in the 1990 budget and the County owes $17,000 less than was budgeted for the Social Services wage and hour audit. Mr. Wieland agreed with Mr. Eckert that the County may be able to raise more than $25,000 in donations and grants. Mr. Kildahl said he would not take the job without the complete consensus of the Commission. He proposed a preliminary budget of $50,000, and the County would have to provide office space, utilities and a clerical person. Mr. Wieland moved, seconded by Hrs. Toussaint, to substitute "up to $42,500 in donations and grants" instead of $25,000. in the above resolution. On roll call vote, the motion to substitute the dollar amount carried unanimously. The Chairman called for further discussion on the main motion. Mr. Kildahl asked that two Commissioners act as liaison with him for about the first six weeks. Commissioners Shannon and Toussaint will continue to work with him. At the call for the question, the main motion carried on roll call vote with all members voting "Aye." 35. ADJOURN MOTXON, passed On motion by Mrs. Toussaint and seconded by Mr. Wieland, the Chairman declared the meeting adjourned.
