Comm. Minutes--JANUARY 16, .1990 417 <br /> <br />WHEREAS, every effort will be made to secure up to $42,500* in <br />donations and grants from the community to research the issues and <br />make recommendations to the county. HOTZON, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded that a citizen <br /> group be formed called The Cass County Model of the <br /> Partnership For Effective Government to study issues and to <br /> make recommendations for action for county government, that <br /> an initial report be delivered to the commission by <br /> September 1, 1990, that final additional recommendations <br /> and follow up be presented to the commission on or before <br /> December 31, 1990, that a budget maximum be established not <br /> to exceed $50,000 to perform the job, that the <br /> administrative details of the effort are to be handled by <br /> Cass County; and further, that Mr. Scott Kildahl shall be <br /> hired as the project coordinator with his work to begin in <br /> earnest on March 1, 1990. The Chairman called for <br /> discussion. The resolution read by Mr. Shannon suggested <br /> securing $25,000 in donations and grants. Mr. Eckert <br /> suggested changing it to $42,500. Mr. Shannon said the <br /> Commission added $7,500 for public polling in the 1990 <br /> budget and the County owes $17,000 less than was budgeted <br /> for the Social Services wage and hour audit. Mr. Wieland <br /> agreed with Mr. Eckert that the County may be able to raise <br /> more than $25,000 in donations and grants. Mr. Kildahl <br /> said he would not take the job without the complete <br /> consensus of the Commission. He proposed a preliminary <br /> budget of $50,000, and the County would have to provide <br /> office space, utilities and a clerical person. Mr. Wieland <br /> moved, seconded by Hrs. Toussaint, to substitute "up to <br /> $42,500 in donations and grants" instead of $25,000. in the <br /> above resolution. On roll call vote, the motion to <br /> substitute the dollar amount carried unanimously. The <br /> Chairman called for further discussion on the main motion. <br /> Mr. Kildahl asked that two Commissioners act as liaison <br /> with him for about the first six weeks. Commissioners <br /> Shannon and Toussaint will continue to work with him. At <br /> the call for the question, the main motion carried on roll <br /> call vote with all members voting "Aye." <br /> <br />35.
