Comm. Ninutes--January 2, 1990 409 <br /> <br />27. PORTFOLIO ASSIGNMENTS, Chanqe in Plannin~ commission <br />Hr. Shannon said the agenda item on board appointments reminded <br />him to ask if anyone wishes to change 1990 portfolio assignments. <br /> <br />Mrs. Toussaint recommended more rural representation on the County <br />Planning Commission and suggested that they meet prior to County <br />Commission meetings. Rural Commissioner Don Eckert resigned from <br />the Planning Commission last year because of other responsibilities <br />then, including being chairman of the County Commission, he said. <br /> <br />Mr. Shannon suggested that all Commissioners could attend Planning <br />Commission meetings but only two would be members as provided by <br />State law. He suggested concentrating the bulk of in-house <br />obligations for Commissioners to Mondays and Tuesdays. <br /> <br />Mr. Shannon suggested that Commissioner Alon Wieland be appointed <br />to the County Planning Commission, and that he propose legislation <br />to change the membership, which is mostly municipal because the at- <br />large membership follows County Commission district boundaries. <br /> <br />Commissioners Shannon and Toussaint tendered their resignations <br />from the Cass County Planning Commission. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to appoint <br /> Commissioners Don Eckert and Alon Wieland to the Cass County <br /> Planning Commission in place of Commissioners Shannon and <br /> Toussaint, with all Commissioners attending Planning <br /> Commission meetings whenever possible; and suggesting that the <br /> Planning Commission meetings be held on the first Tuesday of <br /> each month at 8:00 a.m. in the Commission Room effective <br /> February 1, 1990. On roll call vote, the motion carried <br /> unanimously. <br /> <br />28. METROPOLITAN COUNCIL OF GOVERNMENTS, County representation <br />A memo was received from Brian D. Shorten, Executive Director of <br />the Fargo-Moorhead Metropolitan Council of Governments, requesting <br />annual certification of each member and alternate. MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded to reappoint <br /> Commissioner Gene Shannon as Cass County's representative and <br /> Commissioner Oscar Sondrall as alternate. Notion carried. <br /> <br />29. PUBLIC COMMENT <br />Jeannette Stanton asked why dissolution of the Social Services <br />Board was not listed on the Commission agenda of the last meeting, <br />and Mr. Shannon responded that it was handled under board <br />appointments. She said she resented a comment made earlier today <br />by Commissioner Shannon about rural sewer systems, and she said <br />people in the County are disappointed with the Commission's action <br />concerning the Island Park Activity Center. <br /> <br />Mr. Shannon asked for other public comments, but there were none. <br /> <br />30. ADJOURN MOTION, passed <br /> On motion by Mrs. Toussaint and seconded by Mr. Wieland, the <br /> Chairman declared the meeting adjourned. <br /> <br /> <br />
