Minutes--December 19, 1989 402 <br /> <br />Mrs. Toussaint said the Social Services Board did freeze hiring, but <br />approved these homemaker positions because they are State funded. <br />She abstained from voting because the County does not know the <br />position of State funding at this point. <br /> <br />Mr. Berglie said it would make the Community Survival Program's <br />financial situation worse if they do not take in these new cases. He <br />said he knows exactly how much the program will receive from the <br />State in terms of these clients. <br /> <br />Mr. Wieland was concerned that County tax dollars would be committed <br />if the program is not funded by the State, but Mrs. Toussaint did not <br />feel this would be the case. Mr. Berglie said the program is <br />generating excess money even at the current salaries. <br /> <br />Mr. Shannon asked for a comment from the accountant on the excess <br />money mentioned by Mr. Berglie. Mr. Montplaisir said more money is <br />being generated than is being spent, but he was not sure how much <br />more. He said he would like to see a break-down of the program's <br />actual costs, and he said the Social Services accountant is reviewing <br />allocation of the administrative costs. <br /> <br />Mrs. Toussaint suggested allowing Mr. Berglie to hire these <br />additional positions but with the understanding that there are no <br />County funds available in the 1990 budget for the Community Survival <br />Program. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to approve <br /> hiring three homemakers positions for the Community <br /> Survival Program as stated. Mr. $ondrall cautioned that by <br /> approving these positions, the State may ask the County to <br /> pay for them. At the call for the question, the motion <br /> carried on roll call vote with three members voting "Aye"; <br /> Mr. Sondrall and Mr. Shannon opposing. <br /> <br />35. STATES ATTORNEY, Staff replacement MOTION, passed <br /> Upon written request of the States Attorney, Mrs. Toussaint <br /> moved and Mr. Sondrall seconded that Robert Hoy be <br /> authorized to advertise for a one-half time secretarial <br /> position to replace the restitution supervisor, Florence <br /> Bauer, who resigned the end of November, 1989. Motion <br /> carried. <br /> <br />36. OFFICER'S REPORTS, Received and filed MOTION, passed <br /> Mr. Shannon moved and Mr. Sondrall seconded to receive and <br /> file Officer's Reports for November, 1989. Motion carried. <br /> <br />37. ADJOURN <br /> MOTION, passed <br /> On motion by Mr. Shannon and seconded by Mrs. Toussaint, the <br /> Chairman declared the meeting adjourned. <br /> <br /> <br />
