Comm. Minutes--December 19, 1989 402 Mrs. Toussaint said the Social Services Board did freeze hiring, but approved these homemaker positions because they are State funded. She abstained from voting because the County does not know the position of State funding at this point. Mr. Berglie said it would make the Community Survival Program's financial situation worse if they do not take in these new cases. He said he knows exactly how much the program will receive from the State in terms of these clients. Mr. Wieland was concerned that County tax dollars would be committed if the program is not funded by the State, but Mrs. Toussaint did not feel this would be the case. Mr. Berglie said the program is generating excess money even at the current salaries. Mr. Shannon asked for a comment from the accountant on the excess money mentioned by Mr. Berglie. Mr. Montplaisir said more money is being generated than is being spent, but he was not sure how much more. He said he would like to see a break-down of the program's actual costs, and he said the Social Services accountant is reviewing allocation of the administrative costs. Mrs. Toussaint suggested allowing Mr. Berglie to hire these additional positions but with the understanding that there are no County funds available in the 1990 budget for the Community Survival Program. MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded to approve hiring three homemakers positions for the Community Survival Program as stated. Mr. $ondrall cautioned that by approving these positions, the State may ask the County to pay for them. At the call for the question, the motion carried on roll call vote with three members voting "Aye"; Mr. Sondrall and Mr. Shannon opposing. 35. STATES ATTORNEY, Staff replacement MOTION, passed Upon written request of the States Attorney, Mrs. Toussaint moved and Mr. Sondrall seconded that Robert Hoy be authorized to advertise for a one-half time secretarial position to replace the restitution supervisor, Florence Bauer, who resigned the end of November, 1989. Motion carried. 36. OFFICER'S REPORTS, Received and filed MOTION, passed Mr. Shannon moved and Mr. Sondrall seconded to receive and file Officer's Reports for November, 1989. Motion carried. 37. ADJOURN MOTION, passed On motion by Mr. Shannon and seconded by Mrs. Toussaint, the Chairman declared the meeting adjourned.
