Comm. Minutes--Nov. 21, 1989 386 <br /> <br />Commission being involved in the work plan, and there is no <br />Commission involvement on the Social Services personnel committee. <br />Mr. Eckert asked for a copy of the work plan. <br /> <br />Mr. Shannon asked about the future of the Community Survival Program. <br />Mrs. Toussaint said a committee will make a recommendation to the <br />Social Services Board at their next meeting. <br /> <br />29. ROAD CONSTRUCTION AND MAINTENANCE, 52nd Avenue South <br />Mr. Shannon asked for a report on a meeting held with the State <br />Highway Department and local entities regarding future maintenance of <br />52nd Avenue South. Hr. Wieland said the North Dakota State Highway <br />Commissioner acknowledged that this is a State highway, but he felt <br />the road should be repaired and brought up to standard before they <br />accept it. The State would pay 50 per cent of the cost of upgrading <br />it and would request local entities to pay the remaining 50 per cent. <br />Cass County would be expected to continue maintaining it this winter. <br />Mr. Wieland thought.the Chairman of the County Commission is supposed <br />to get the local groups together again after the State re-designs the <br />road and provides a cost estimate. The State intends that it will <br />remain a two-lane highway at this time. <br /> <br />30. CASS COUNTY GOVERNMENT, Future of <br />Mr. Shannon said Richland County is formulating a Future's Committee, <br />and he suggested that Cass County consider doing something similar <br />with the intent to involve County citizens in an investigation-type <br />manner to look at services the County is providing or should be <br />providing. He said he would act as Chairman of a task force to lead <br />this group. Mr. Eckert encouraged learning from other counties and <br />had no objection to Mr. Shannon leading this. MOTXON, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded that <br /> Commissioner Shannon lead a task force to make contact with <br /> Richland County and explore ideas and possibilities. <br /> Motion carried. <br /> <br />31. BENEFITS COMMITTEE, Section 125 plan administrator chosen <br />Mike Montplaisir reported that the Benefits Committee reviewed <br />proposals by three companies for setting up and administering a <br />Section 125 flexible benefits plan. The committee recommends <br />utilizing American Family Life Assurance Company at a cost of $100 <br />to set up a plan, beginning with premium conversion only on January <br />1, 1990, and medical and day care reimbursable accounts on Harch 1, <br />1990. He said all departments would be required to send their <br />employees to group and individual meetings, but American Family Life <br />Assurance Company has agreed not to sell insurance during the group <br />meetings or at any time during office hours. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Shannon seconded to authorize <br /> American Family Life Assurance Company to administer a <br /> Section 125 flexible benefits program for Cass County as <br /> recommended by the Benefits Committee. Motion carried. <br /> <br />32. ADJOURN <br /> On motion by Mr. Shannon and seconded by Mrs. Toussaint, the <br /> meeting was adjourned. <br /> <br /> <br />
