Comm. Hinutes--Nov. 21, 1989 384 <br /> <br />21. PERSONNEL POLICY, Amendments to holiday schedule <br />Hr. Shannon met with the employee Benefits Committee last Friday <br />regarding a petition from several employees for a holiday the day <br />after Thanksgiving. The committee looked at how this might be <br />addressed in the future, and they proposed a policy on the Christmas <br />holiday also. <br /> <br />Mr. Shannon believes the important thing to do is formalize a policy <br />so there will be no doubt each year about holidays. As the proposed <br />policy relates to the day after Thanksgiving, the committee thought <br />County offices should remain open, but department heads could grant <br />employee requests for vacation leave as much as possible. Smaller <br />offices could close at the discretion of the department head, <br />providing telephone calls are forwarded and messages on their door <br />would refer customers to another county department that is open. <br /> <br />Commissioners have received numerous post cards from a group <br />encouraging the Courthouse to be open Friday for absentee voting for <br />the December 5 special election. Mr. Shannon spoke with the County <br />Auditor, and she understands her department will have to be open this <br />year because of the election.. <br /> <br />Mrs. Toussaint sbggested informing the public that the Courthouse <br />will be open but there may be limited services. Hr. Eckert said the <br />Benefits Committee is relying on department heads to determine what <br />they need to do on that day. Concerning the proposed policy for the <br />Christmas holiday, Hr. Wieland said the Courthouse would be closed <br />four days in a row when Christmas Day falls on a Tuesday, and he <br />suggested reconsidering the policy when that happens. MOTION, passed <br /> Hr. Shannon moved and Hr. Sondrall seconded to adopt the <br /> policy recommendation on holidays, subject to the 15-day <br /> notice of posting. Hotion carried. <br /> <br />22. PERSONNEL POLICY, Amendments to sick leave <br />The Benefits Committee also looked at the sick leave policy, Sandra <br />Brumfield is a member of the Benefits Committee but she was not at <br />their meeting last Friday. She is proposing a revision to the sick <br />leave policy which includes language concurring with policies being <br />followed but not currently printed in the Personnel Policies Hanual. <br /> <br />Mr. Shannon said the committee looked at the sick leave policy, and <br />he said it may be an ageism policy because less sick leave is granted <br />for longer-term employees. Mr. Eckert said the Benefits Committee <br />felt the County should be consistent in the accrual of sick leave. <br /> <br />Sandra Brumfield said she has talked to the State Labor Department <br />about this policy because two employees are willing to initiate a law <br />suit in regard to this. MOTION, passed <br /> Hr. Shannon moved and Hrs. Toussaint seconded to adopt the <br /> amended sick leave po]icy proposal, sub3ect to the 15-day <br /> notice of posting. A committee member, Joyce Schepp, said <br /> she was asked if this po]icy could be made retroactive to <br /> the time it was changed. Robert Hoy said he was not aware <br /> of a law suit, but said the claim could involve loss of <br /> sick pay. Ms. Brumfield said pay was withheld for these <br /> <br /> <br />
