METROPOLITAN COUNCIL OF GOVERNMENTS, Red River Action Plan <br /> MOTION, passed <br /> Mr. Shannon moved and Mr. Sondra11 seconded that the County <br /> of Cass hereby approves the Red River Action Plan and its <br /> Executive Summary; that the County of Cass hereby concurs <br /> with the establishment of the Red River Advisory Committee <br /> of COG as the Red River project and activity coordinating <br /> committee; and that the County of Cass appoint the <br /> following to represent Cass County on the Red River <br /> Advisory Committee of COG: Gene Shannon and Fred Selberg. <br /> Motion carried. <br /> <br />13. METROPOLITAN COUNCIL OF GOVERNMENTS, Red River snag~in~ <br />Steve Zaiser from COG said the Red River snagging project is not in <br />Cass County's jurisdiction, and therefore, the County does not need <br />to sign contracts which were inadvertently sent to the States <br />Attorney. <br /> <br />14. COUNTY COURT, Municipal transfer cases <br />County Judges Frank Racek and Georgia Dawson submitted a letter to <br />the Commission dated November 7 requesting the County Commission to <br />reach an agreement with the cities of Fargo and West Fargo on the <br />division of monies received by County Court on municipal transfer <br />cases, and to set a deadline for accomplishing this. Judge Racek <br />said he is aware that the States Attorney has been in contact with <br />officials from Fargo and West Fargo with a proposal for dividing the <br />fees on a percentage basis rather than a detailed accounting method. <br /> <br />Robert Hoy provided the Commissioners with a copy of his letter to <br />Mark Thelen, Fargo Finance Director, dated November 16, 1989, <br />suggesting a one-year contract whereby the annual receipts would be <br />split evenly between the County and the City with the County <br />remitting the City's share oh a monthly basis. He also provided a <br />copy of a letter to the West Fargo City Attorney, dated November 17, <br />1989, citing reasons for disagreement on a proposal by West Fargo on <br />municipal court cases. <br /> <br />Chairman Eckert suggested leaving this to the expertise of the Judges <br />and States Attorney. <br /> <br />15. COUNTY COURT JUDGES, Salaries <br />Judge Racek requested that the Commission approve an adjustment in <br />judges' salaries effective January 1, 1990, because no provision was <br />made fo~ them as for other employees who received one-half of the <br />recommended pay increase pending final report of a personnel <br />director. <br /> <br />Mike Montplaisir said the salary study committee did not gather <br />survey data on the county jud~ like they did for other offices, but <br />the Commission decided to in~ ~=ithem in the salary plan at the time <br />it was adopted. Judges were set according to legal <br />minimums and maximums, which'Was'n~t consistent with what the salary <br />study committee did for other offices. <br /> MOTION, passed <br /> Mr. Shannon moved and Mr. Wieland seconded that Mr. <br /> Montplaisir prepare a memorandum to the future personnel <br /> director outlining the computation of the judge's midpoint, <br /> <br /> <br />
