Comm. Minutes--Nov. 21, 1989 380 <br /> <br />REGULAR HEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />NOVEMBER 21, 1989 <br /> <br />1. MEETING TO ORDER <br />Chairman Don Eckert called the meeting to order with all members <br />present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon <br />"Pepper" Toussaint, and Gene Shannon. <br /> <br />2. MINUTES APPROVED MOTION, passed <br /> Mrs. Toussaint moved and Mr. Sondrall seconded that the <br /> minutes of the previous meeting be approved as written. <br /> Motion carried. <br /> <br />3. PERSONNEL DIRECTOR, Geoffrey Riches hired <br />A candidate for the position of Cass County Personnel Director, <br />Geoffrey Riches, was present. Joyce Holm, member of the Personnel <br />Director Search Committee, read a letter on behalf of committee <br />chairman, Jim Thoreson. In his letter, Mr. Thoreson outlined the <br />procedures the committee followed and recommended that Mr. Riches be <br />hired as Cass County Personnel Director. <br /> <br />Mr. Wie'land said the States Attorney has drafted a two-year <br />employment contract between Cass County and Mr. Riches. MOTION, passed <br /> Hr. Wieland moved and Mrs. Toussaint seconded to accept the <br /> recommendation of the committee and authorize the Chairman <br /> of the County Commission to accept the contract with Hr. <br /> Riches and its terms thereof. Mr. Riches said the terms of <br /> the contract are satisfactory to him, and he looks forward <br /> to making progress in Cass County in the area of human <br /> resources. On roll call vote, the motion carried <br /> unanimously. <br /> <br />4. JAIL STAFF, Letter of commendation <br />Concerning Cass County's 3ail, Mri Shannon said it is distressing to <br />read that someone is suing the County or sending letters to <br />congressmen complaining about jail conditions. The Commission is <br />aware the staff is doing a good job and trying to stay in compliance <br />with regulations in spite of the physical condition of the jail. He <br />read a letter expressing appreciation for the high standards of <br />professional work that have been shown in the care and operation of <br />the Jail in the past year. MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to adopt a <br /> letter of merit for the county associates who work in the <br /> jail. Motion carried. <br /> <br />5. SOUTHEAST CASS WATER RESOURCE DISTRICT, Letter of commendation <br /> MOTION, passed <br /> Mr. Wie]and moved and Mr. Sondra]] seconded to adopt a <br /> letter of commendation to the Southeast Cass Water Resource <br /> District for their diligent efforts to obtain governmental <br /> approval for Sheyenne Diversion projects. Motion carried. <br /> <br /> <br />
