Comm. Minutes--October 3, 1989 363

27. SOCIAL SERVICES, Concern about Board minutes
The Commission is concerned that the minutes of the Social Services
Board meetings do not contain discussions and details. Hr. Wieland
said it is difficult to understand what takes place at their meetings
from the Board minutes, which are a matter of pub'lic record. Mrs.
Toussaint felt the discussions and facts are very impol~'banC and should
be recorded in the minutes. Mr. Shannon compared the Commission
Secretary's notes with the minutes of the last Social Set'vices Board
meeting, and one of the differences between the two is that the Social
Services Board minutes do not reflect a dollar' figure on the amount
of back pay owed to Social Serv]ces employees after a recent wage and
hour audit by the State Labor Department.

States Attorney Robert Hoy said the Social Services Board fails to
grasp that these minutes are the only written public record ct what
that body has done or not done. Hr. Eckert suggested that the States
Attorney write a 'letter to the Social Services Board addressing 'the
issue of what problems may arise from not including detai Is in their
minutes.

It was left to the discretion of Commissioner Toussaint if she wishes
to have the Commission Secretary attend Social Services Board meetings
to take notes again.

28. COURTHOUSE, Maintenance items
Mr. Sondrall reported on maintenance problems consisting of the need
to replace floor tile in the kitchen area of the lunchroom in the
south wing, a problem with the roof, and too much heat in the computer
room. Mr. Shannon will pursue the matter of the building design
problem, which is causing a leak in the root'. He will obtain cost
estimates from contractors, which was a consensus of the
Commissioners, rather than pursuing this through the bui 'lding
archi tect.

29. ADJOURN
NOTION, passed
On motion by Hr. Shannon and seconded by Hrs. Toussaint,
the Chairman declared the meeting adjourned.

ATTEST:

Ordelle Brua - County Auditor
Cass County, North Dakota

APPROVED:

Don'Eckert, Chairman
Cass County Board of Commissioners
