Shannon moved and Hrs. Toussaint <br />seconded to amend the motion so that $75,O00 is placed in <br />escrow for donations to community groups dealing with <br />Social Services funding until such time as Commissioner <br />Wieland makes a study and recommendation to this Commission <br />as to how the funds should be spent. Hr. Wieland felt the <br />amount should be higher than $75,000 and asked how this <br />figure was arrived at. Hrs. Toussaint stated that this <br />represents the total of the programs that the Social <br />Services Board recommended for funding. The motion failed <br />on roll call vote with Hr. Wieland, Hr. Eckert and Hr. <br />Sondrall opposing. At the call for the question, the <br />original motion failed with Hr. Wieland, Hr. Eckert and Hr. <br />Sondrall opposing. <br /> <br />MOTION, passed (donations) <br />Hr. Wieland moved and Hr. Sondrall seconded to fund <br />contributions to community groups at $85,000, which is to <br />be placed in escrow until such time as the Commission would <br />make a final decision as to the allocation of these funds <br />no later than December 1, 1989. The motion carried on roll <br />call vote with four members voting "yes" and Hr. Shannon <br />opposing. <br /> <br />MOTION, passed (Community Survival staff) <br />Mrs. Toussaint moved and Mr. Shannon seconded to approve <br />five new positions in the Community Survival Program with <br />an annotation in the budget that they are contingent upon <br />being 100% State funded. Hotion carried. <br /> <br />MOTION, passed (budget approved as amended) <br />Hr. Sondrall moved and Mrs. Toussaint seconded to adopt the <br />Social Services budget as amended in the amount of <br />$5,287,714.16 for 1990. Hotion carried. <br /> <br />17. BROADWAY BRIDGE, Funds reinstated <br />The Accountant reported that the City of Fargo did provide Cass <br />County with a proposed agreement for the North Broadway bridge <br />funding and it was referred to the States Attorney, who replied that <br />it did not meet with the County's stipulations set out in a motion on <br />September 27, 1988. <br /> MOTION, passed <br /> Hr. Shannon moved and Hrs. Toussaint seconded to reinstate <br /> the $25,000 in the 1990 budget for the North Broadway <br /> bridge project but that it be appropriately annotated in <br /> the budget that funds will not be spent unless and until a <br /> mutually satisfactory contractual agreement can be reached <br /> by the Cass County Commission and. the Fargo City <br /> Commission. Hotion carried. <br /> <br />18. STATES ATTORNEY, Budget approved MOTION, passed <br /> Hr. Wieland moved and Hr. Shannon seconded to approve the <br /> States Attorney's budget for 1990 with the deletion of <br /> $3,850 from the insurance line item and the addition of <br /> $750 to office equipment.
