Comm. Hinutes--September 28, 1989 355 specifically outline the dollars and the amounts for this year or at least identify those that would receive the funding this year. Hr. Shannon moved and Hrs. Toussaint seconded to amend the motion so that $75,O00 is placed in escrow for donations to community groups dealing with Social Services funding until such time as Commissioner Wieland makes a study and recommendation to this Commission as to how the funds should be spent. Hr. Wieland felt the amount should be higher than $75,000 and asked how this figure was arrived at. Hrs. Toussaint stated that this represents the total of the programs that the Social Services Board recommended for funding. The motion failed on roll call vote with Hr. Wieland, Hr. Eckert and Hr. Sondrall opposing. At the call for the question, the original motion failed with Hr. Wieland, Hr. Eckert and Hr. Sondrall opposing. MOTION, passed (donations) Hr. Wieland moved and Hr. Sondrall seconded to fund contributions to community groups at $85,000, which is to be placed in escrow until such time as the Commission would make a final decision as to the allocation of these funds no later than December 1, 1989. The motion carried on roll call vote with four members voting "yes" and Hr. Shannon opposing. MOTION, passed (Community Survival staff) Mrs. Toussaint moved and Mr. Shannon seconded to approve five new positions in the Community Survival Program with an annotation in the budget that they are contingent upon being 100% State funded. Hotion carried. MOTION, passed (budget approved as amended) Hr. Sondrall moved and Mrs. Toussaint seconded to adopt the Social Services budget as amended in the amount of $5,287,714.16 for 1990. Hotion carried. 17. BROADWAY BRIDGE, Funds reinstated The Accountant reported that the City of Fargo did provide Cass County with a proposed agreement for the North Broadway bridge funding and it was referred to the States Attorney, who replied that it did not meet with the County's stipulations set out in a motion on September 27, 1988. MOTION, passed Hr. Shannon moved and Hrs. Toussaint seconded to reinstate the $25,000 in the 1990 budget for the North Broadway bridge project but that it be appropriately annotated in the budget that funds will not be spent unless and until a mutually satisfactory contractual agreement can be reached by the Cass County Commission and. the Fargo City Commission. Hotion carried. 18. STATES ATTORNEY, Budget approved MOTION, passed Hr. Wieland moved and Hr. Shannon seconded to approve the States Attorney's budget for 1990 with the deletion of $3,850 from the insurance line item and the addition of $750 to office equipment. Hotion carried.
