Comm. Minutes--September 19, 1989 338 <br /> <br />5. SOCIAL SERVICES, Child Welfare Coordinator positions <br />At the last Commission meeting, Mrs. Toussaint was asked to make a <br />recommendation on the request for reclassification of two Social <br />Services Child Welfare Coordinator positions, which are a result of <br />reorganization in the Family Services unit. Mrs. Toussaint stated <br />that it is her understanding that the Commission does not need to <br />take action on a reclassification un]ess there is a monetary change. <br /> <br />Rainer Lobitz, Supervisor of Family Services, stated that <br />traditionally, reclassifications have been approved by the Social <br />Service Board and not brought to the Commission unless there was a <br />change in salaries or budgetary changes. These two positions have <br />not been sent to the State Central Personnel, pending the <br />Commission's approva'l, because it was his understanding at this point <br />that Social Services wanted Commission approval. <br /> <br />Hr. Lobitz stated that reclassifications of the two Child Welfare <br />Coordinator positions would have no financial impact since their <br />salaries fall within the minimum of anticipated reclassifications. <br />Mr. Shannon asked how a change in classification can be made with no <br />financial impact, and Hr. Lobitz stated that there would be no <br />financial impact dn the year that the reclassification takes place, <br />but it would have to be included and reviewed in the next year's <br />budget. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Sondra]] seconded to receive <br /> and file the reclassification requests for the two Child <br /> Welfare Coordinator positions for informational purposes, <br /> and to refer the additional salary increases to the new <br /> Personnel Director for review and recommendation. On roll <br /> ca]] vote, the motion carried unanimously. <br /> <br />6. POLICY ON COMPENSATORY TIHE, Sheriff and Social Services <br />This morning the Commissioners received written information from <br />Sandra Brumfie]d, Personnel Assistant, on a policy on compensatory <br />time along with information from Social Services and the Sheriff's <br />Office on comp time and overtime. In the absence of Hs. Brumfield, <br />Hr. Wieland suggested deferring this to the October 3rd agenda. <br /> <br />7. OFFICER'S REPORTS, Received and filed MOTION, passed <br /> Mr. Wie]and moved and Mr. Sondra]] seconded to receive and <br /> file Officer's Reports for August, 1989. Motion carried. <br /> <br />8. COMMISSION CORRESPONDENCE <br />Mr. Eckert suggested that the Commission Secretary post meeting <br />notices in her office which he receives as Chairman, and each <br />Commissioner wi]] be responsible for reading these on their own. <br /> <br />9. SHERIFF DEPARTMENT, Request for advance of per diem & credit cards <br />A letter was received from Sheriff Don Rudnick requesting an advance <br />for per diem expenses for county employees who are outside of Cass <br />County overnight and requesting payment of vouchers for per diem <br />claims every two weeks. The letter stated that this would alleviate <br />an employee spending a substantial amount of persona] funds for the <br />payment of county business expenses while traveling. <br /> <br /> <br />
