Comm. Minutes--August 15, 1989 314

Mr. Shannon asked if this is a new policy which would require two
weeks time to post it, and Ms. Brumfield stated that the definition
of an exempt and non-exempt employee is presently spelled out in the
County's personnel policies so it would not have to be posted for two
weeks. This is really an affirmation of policy, she stated.
MOTION, passed
Mr. Wieland moved and Hr. Sondrall seconded to make the
effective date for declaration of exempt/non exempt
positions to be July 17th, which is the date the Sheriff's
Department indicated that the notice was received. However,
Mrs. Toussaint suggested making it effective July 15th,
which is the end of the week. Mr. Wieland amended his
motion to read effective as of midnight on July 15, 1989.
Mr. Sondrall seconded the amended motion. On roll call
vote, the motion carried unanimously.

25. BONANZAVILLE, Communications buildin~ approval
Chairman Eckert stated that he received a request from Bonanzaville
for a Communications Building to be moved in from Tower City, ND.
The Operations Manager of Bonanzaville thought they had requested
approval for this building at the same time that the County approved
the land office building but through some misunderstanding, it was
not done. Mr. Wieland suggested delaying this until the next
meeting because he was authorized to contact Bonanzaville and the Red
River Valley Fair Association regarding insurance issues, and Mr.
Pauls had indicated earlier today that the building would not be moved
for some time anyway.

26. CENTRE, INC., Earn-It Program MOTION, passed
Mr. Wieland moved and Mr. Shannon seconded to endorse the
Earn-It program through Centre, Inc. without County
funding, as recommended by County Court. Motion carried.

27. SOCIAL SERVICES, Actin~ Director MOTION, passed
Mr. Shannon moved and Mr. Wieland seconded to receive and
file a copy of the minutes of an August 10, 1989, meeting
of the Cass County Social Services Board Personnel
Committee, signed by Personnel Committee Chairman Harold
Tysver, Jr., recommending that Scott Kildahl be hired as
Acting Director for a period of up to 60 days, one-half
time, and that an amount of up to $5,000 be made available
for this position in the absence of Tom Jensen, who is on
leave of absence for medical reasons. Motion carried.

28. CEMETERY, North of West Fargo
States Attorney Robert Hoy reported that he reviewed the request for
a $500.00 donation from the County for the perpetual care of a
cemetery located north of West Fargo along County Road 17. He stated
that it has never been platted and recorded as a cemetery in the
