ROAD CONSTRUCTION AND HAINTENANCE, 52nd Avenue South <br />A letter was received from States Attorney Robert Hoy, also addressed <br />to the County Engineer, stating that representatives of the State <br />Highway Department will be in Fargo on August 24, 1989, to examine <br />the roadway described as 52nd Avenue South in Fargo between <br />University Drive and Interstate 29. Mr. Wieland noted that Cass <br />County has been maintaining this roadway since a 1980 construction <br />and maintenance agreement with the State Highway Bepartment. The <br />County Commission and County Engineer, earlier this year, felt the <br />County has fulfilled its responsibility for the road and would not <br />continue to maintain <br /> <br />7. BEER LICENSE, Leonard Golf Club <br />An application for a 1989 County Beer License was received from C.N. <br />Richards, President of the Leonard Golf Club, Inc. Chairman Eckert <br />noted that the County Sheriff's Department has conducted an <br />investigation and would have no objection to the issuance of this <br />license. A Township Board Consent form signed by the Chairman of the <br />Leonard Township Board of Supervisors accompanied the application, <br />along with the County's fee of $100.00. HOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded that the <br /> application for a 1989 County Beer License for the Leonard <br /> Golf Club, Inc. be approved as submitted. On roll call <br /> vote, the motion carried unanimously. <br /> <br />8. PERMIT FOR SPECIAL EVENT, Issued to Old Broadway <br />An application for a special alcoholic beverage permit was received <br />from "Old Broadway Food and Beverage Company" to ho'Id an event at the <br />Red River Valley Fairgrounds in conjunction with the Easter Seal <br />Society's First Annual Beach Blast. A $25 fee accompanied the <br />application. <br /> MOTION, passed <br /> Mr. Sondrall moved and Mr. Wieland seconded to approve a <br /> special alcoholic beverage permit for "Old Broadway" at the <br /> Red River Valley Fairgrounds on February 17, 1990. Mr. <br /> Sondrall suggested notifying the Sheriff's Department of <br /> this event, but Hr. Wieland stated that the Sheriff should <br /> be aware of it in that he receives a copy of the Commission <br /> minutes and is responsible for reading them. Hr. Shannon <br /> asked the States Attorney what the Commission's role is <br /> relative to these type of permits, and Hr. Hoy stated that <br /> the County's role is to either permit or not permit the <br /> sale of alcoholic beverage by someone to third parties in <br /> the County. Mr. Wieland did not wish to encourage these <br /> types of events at the Red River Valley Fairgrounds or <br /> Bonanzaville. Mr. Shannon suggested delaying approval of <br /> this permit, but Mr. Wieland stated that he did not have a <br /> problem with this one if they have already made <br /> arrangements with the Fair Association. On roll call vote, <br /> the motion carried unanimously. <br /> <br /> <br />
