ROAD CONSTRUCTION AND HAINTENANCE, 52nd Avenue South A letter was received from States Attorney Robert Hoy, also addressed to the County Engineer, stating that representatives of the State Highway Department will be in Fargo on August 24, 1989, to examine the roadway described as 52nd Avenue South in Fargo between University Drive and Interstate 29. Mr. Wieland noted that Cass County has been maintaining this roadway since a 1980 construction and maintenance agreement with the State Highway Bepartment. The County Commission and County Engineer, earlier this year, felt the County has fulfilled its responsibility for the road and would not continue to maintain 7. BEER LICENSE, Leonard Golf Club An application for a 1989 County Beer License was received from C.N. Richards, President of the Leonard Golf Club, Inc. Chairman Eckert noted that the County Sheriff's Department has conducted an investigation and would have no objection to the issuance of this license. A Township Board Consent form signed by the Chairman of the Leonard Township Board of Supervisors accompanied the application, along with the County's fee of $100.00. HOTION, passed Mr. Wieland moved and Mrs. Toussaint seconded that the application for a 1989 County Beer License for the Leonard Golf Club, Inc. be approved as submitted. On roll call vote, the motion carried unanimously. 8. PERMIT FOR SPECIAL EVENT, Issued to Old Broadway An application for a special alcoholic beverage permit was received from "Old Broadway Food and Beverage Company" to ho'Id an event at the Red River Valley Fairgrounds in conjunction with the Easter Seal Society's First Annual Beach Blast. A $25 fee accompanied the application. MOTION, passed Mr. Sondrall moved and Mr. Wieland seconded to approve a special alcoholic beverage permit for "Old Broadway" at the Red River Valley Fairgrounds on February 17, 1990. Mr. Sondrall suggested notifying the Sheriff's Department of this event, but Hr. Wieland stated that the Sheriff should be aware of it in that he receives a copy of the Commission minutes and is responsible for reading them. Hr. Shannon asked the States Attorney what the Commission's role is relative to these type of permits, and Hr. Hoy stated that the County's role is to either permit or not permit the sale of alcoholic beverage by someone to third parties in the County. Mr. Wieland did not wish to encourage these types of events at the Red River Valley Fairgrounds or Bonanzaville. Mr. Shannon suggested delaying approval of this permit, but Mr. Wieland stated that he did not have a problem with this one if they have already made arrangements with the Fair Association. On roll call vote, the motion carried unanimously.
