Comm. Minutes--August 1, 1989 305 <br /> <br />30. METROPOLITAN COUNCIL OF GOVERNMENTS, Membership <br />Mr. Shannon stated that there has been some confusion about Cass <br />County's representation on the Metropolitan Council of Governments. <br />Some time ago, a question was raised about the qualifications of the <br />alternate, and Robert Hoy had informed the Commission that generally <br />an alternate would have the same qualifications as the County <br />representative, which is to be an elected official. A 'letter will be <br />sent stating that Commissioner Gene Shannon is the Cass County <br />representative, and Commissioner Oscar Sondrall is the alternate. <br /> <br />31. COURTHOUSE TELEPHONE SYSTEM, UPdate <br />Mr. Shannon reported on meeting with Glenn Ellingsberg and Mike <br />Steiner on the telephone system. The department having the biggest <br />problem with telephones is Social Services, and Mrs. Toussaint <br />indicated that they have discussed it. Mr. Shannon stated that the <br />issue of maintenance and upkeep needs to be addressed. The committee <br />hopes to make a recommendation at the next Commission meeting. <br /> <br />32. SOCIAL SERVICES, Budget process <br />Mrs. Toussaint reported that the Social Services budget committee is <br />working with department heads in the absence of Director Tom Jensen, <br />and she felt they ,are trying to pull things together and do a good <br />job. She felt that Mr. Jensen was not prepared for the budget process <br />because she had hoped for some figures to substantiate individual <br />items, but that was not done. <br /> <br />33.
