Comm. Minutes--August 1, 1989 298 <br /> <br />4. RED RIVER VALLEY FAIR, Acme Electric Buildin~ <br />Jennifer Johnson-Seltzer, Red River Valley Fair Manager, appeared <br />before the Board to request approval for a new building on the <br />fairgrounds to be constructed by the Acme Electric Company. She <br />stated that the building would be located north of the current Soil <br />Conservation District building and used by Acme Electric during Big <br />Iron, and it would be used by the Fair Association during the winter <br />for storage and during fair week for display purposes. Mr. Shannon <br />stated that at the last meeting, the Commission voted to send the <br />insurance bill to Bonanzaville and the Fair Association for the <br />contents of buildings; and he referred to past history where it <br />appears that the County's concern for approving buildings at the <br />Fairgrounds and at Bonanzaville is based on the cost of insurance. <br />With two separate boards governing those two organizations, he <br />questioned why this Commission is involved in second guessing them. <br /> MOTION, withdrawn <br /> Mr. Shannon moved and Mrs. Toussaint seconded to approve <br /> the building request for the Acme Display Building, and to <br /> require Bonanzaville and the Red River Valley Fair <br /> Association to pay the cost of insuring their own buildings <br /> with the thought that new buildings be incorporated into <br /> their ordinary work plans and discussions and be controlled <br /> by their own Boards. Mr. Wieland stated that the County <br /> has a separate agreement with Bonanzaville, which was in <br /> the process of being revised, and he feels it would be <br /> necessary to deal with Bonanzaville separately. <br /> AMENDED MOTION, withdrawn <br /> Hr. Shannon moved to amend the motion on the table to <br /> delete Bonanzaville from the motion but to add at the end <br /> of the motion that Commissioner Wieland will arrange for <br /> further discussion of the, intent of this motion so that it <br /> may also apply to Bonanzaville, with a report to the <br /> Commission at the first meeting in October. Mr. Wieland <br /> seconded the amended motion. Jennifer Johnson-Seltzer took <br /> issue with asking the Fair Association to pay the insurance <br /> on the buildings and stated that the County technically <br /> owns the buildings. Mr. Shannon asked if she showed them <br /> as an asset on the Fair Association records, and she <br /> indicated that she does. Mr. Shannon then asked the County <br /> Auditor if the buildings are shown as County assets. That <br /> was not known, and Mr. Shannon did not receive an answer to <br /> his next question of whether both organizations could carry <br /> the same property on their balance sheets. Mr. Wieland <br /> stated that the premium would not be a great amount but <br /> suggested discussing this further at budget time. Hotion <br /> was made by Mr. Shannon and seconded by Mr. Wieland to <br /> withdraw the motion and amendment. <br /> MOTION, passed <br /> Hr. Shannon moved and Mr. Wieland seconded to approve the <br /> request for the Acme Electric building at the Fairgrounds, <br /> and that Commissioner Wieland study this matter and make a <br /> recommendation to the County Commission at the first <br /> meeting in October as to how Bonanzaville and the Fair <br /> Boards' insurance questions and related requests for <br /> building approvals should be handled by the County <br /> Commission in the future. On roll call vote, the motion <br /> carried unanimously. <br /> <br /> <br />
