Comm, Minutes--July 11, 1989 283 REGULAR MEETING OF CASS COUNTY BOARD OF COHMISSIONERS JULY 11, 1989 1, MEETING TO ORDER Chairman Don Eckert called the meeting to order with all members present as follows: Oscar Sondra'll, Alon Wieland, Don Eckert, Sharon "Pepper" Toussaint, and Gene Shannon. 2. MINUTES APPROVED NOTION, passed Mr. Shannon moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved as written. Motion carried. 3. DATA PROCESSING, Staff commendation to Roxane Fries~ NOTION, passed Hr. Shannon moved and Mrs. Toussaint seconded that the Chairman be authorized to sign a letter of commendation to Roxane Friese, Data Processing Department, from the Board of Commissioners dated July 1.1, 1989, recognizing her as an outstanding Cass County employee. Motion carried. 4. VOUCHERS, Approved NOTION, passed Following a brief discussion of some of the bills, Mr. Sondrall moved and Hr. Shannon seconded that Vouchers No. 4075 through No. 4896 be approved and ordered paid. On roll call vote, the motion carried unanimously. 5. COUNTY COMMISSIONERS & NDACo CONVENTION, Room reservations Mr. Sondra'l I asked if County Auditor Ordelle Brua has reserved motel rooms for the North Dakota Association of Counties and the County Commissioners convention to be held this fa/1 in Grand Forks. She said that she has not made reservations. Mr. Wieland will get confirmation of the dates and advise Mrs. Brua so she can make the necessary r'eservations at the Ramada or Holiday Inn. 6. RED RIVER VALLEY FAIRGROUNDS, Morton BuildinR All Commissioners had been furnished a blueprint of the building to be constructed on the Red River Valley Fairgrounds by Morton Building, Inc. Mrs. Toussaint asked who will own the building, and Jennifer Johnson-Se'ltzer, Fair Manager, stated that the Morton Company will own the building and will pay the insurance. An agreement will be made whereby the Red River Valley Fair Association will have an opportunity to purchase the building at a fair market value after a certain time period. If the Fair Association does not purchase the building, the Morton Company will be asked to remove it. NOTION, passed Mr. Wieland moved and Mr. Sondrall seconded that the County Commission approve construction of a Morton Building on the Red River Valley Fairgrounds at a location to be determined by both parties, subject to an agreement that would allow for removal or purchase of the building by the Fair Association at a future date. On roll call vote, the motion carried unanimously.
