Shannon moved and Mr. Sondra]] seconded to approve out <br /> of state travel for Social Service employee Bev Bohn to <br /> Detroit Lakes, MN on the date of June 14th, as pre- <br /> authorized by the Social Service Board. Motion carried. <br /> <br />31. PUBLIC DEFENDERS, Evaluation <br />The Commission Minutes of November 22, 1988, called for a six-month <br />evaluation of the Public Defenders for COunty Court. Mr. Wieland <br />sug9ested requesting a written report from the Court, <br /> <br />32. PARK BOARD, Action ratified by County Commission <br />Chairman Eckert declared a recess at 1:30 PH for a meeting of the <br />County Park Board, and the County Commission meeting reconvened at <br />1:45 <br /> MOTION, passed <br /> Mr. Wie]and moved and Mr. Sondra]] seconded that the Cass <br /> County Commission ratify the action of the County Park <br /> Board whereby the Park Board Chairman was authorized to <br /> sign a Memorandum of Understanding and a Joint Bi]] of Sale <br /> on the ice hockey equipment at Scho]]ander Pavilion. <br /> Motion carried. <br /> <br />33. SALARY STUDY, 8¢port by Personnel Policy Review Committee <br />States Attorney Robert Hoy, on behalf of Judge Frank Racek who was <br />unable to attend this meeting, reported on the salary portion of the <br />study conducted by the Personnel Policy Review Committee. He stated <br />that a Grievance Committee was formed, and the group met daily for <br />long hours in a conference room on third floor of the Courthouse. A <br />lot of issues were discussed, as well as structure of offices, <br />management responsibilities, and they spoke with some employees when <br />they felt it was necessary to find our more about their jobs. The <br />result was a report that was distributed to' department heads and <br />Commissioners last Friday. It represents the final report of the <br />committee. <br /> <br />Mr. Hoy stated that the salary report includes everyone in Cass <br />County with few exceptions. The committee did not include five <br />professiorla] people in the Extension Service because they are wholly <br />graded by, and responsible to, the State Board of Higher Education. <br />The two County Judges were not graded and salaries were not discussed <br />because of State Statutes. /he only others not included are non- <br />permanent part time people. <br /> <br />Mr. Hoy stated that the committee made every effort to grade only the <br />position, not the person holding that position. The grades proposed <br />within the system are believed to be consistent and equitable across <br />the board comparing one department with another so that they are <br />interchangeable within the same system. <br /> <br />This proposal is not only for the balance of 1989, but for all of <br />1990 as well. /he total proposed salary adjustments for the last six <br />months of 1989 including retirement and Social Security amounts to <br />$217,580, according to Mr. Hoy. <br /> <br /> <br />
