<br />Commission Minutes--October 17, 2005 2990 <br /> <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to add Lot 9 Block 6, Pointe <br />West 1 st Addition to the City of Fargo, as omitted property for 2005 in the <br />amount of $129,600, according to notice sent from the county auditor to <br />Tad and Michelle Vandermay, Fargo, North Dakota. On roll call vote, the <br />motion carried unanimously. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to add Lot 4 Block 1, <br />Woodhaven 2nd Addition to the City of Fargo, as omitted property for <br />2005 in the amount of $362,100, according to notice sent from the county <br />auditor to Ryan and Jennifer West, Fargo, North Dakota. On roll call vote, <br />the motion carried unanimously. <br /> <br />7. AUDITOR'S OFFICE, Monthly financial statement received <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to receive a monthly <br />financial statement from the Auditor's Office for the month ended <br />September 30, 2005. On roll call vote, the motion carried unanimously. <br /> <br />8. TAX-FORFEITED PROPERTY, Quit claim deed for redemption of property <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to authorize the chairman <br />to sign a quit claim deed between Cass County Government and Dennis <br />J. Althoff for redemption of tax-forfeited property. On roll call vote, the <br />motion carried unanimously. <br /> <br />9. TAX EXEMPTION FOR DAKOTA AG COOPERATIVE DENIED, Public hearina held <br />Frank Klein, Director of Tax Equalization, was present and introduced Dennis Novacek, <br />General Manager of Dakota Ag Cooperative, Kindred. Mr. Klein referred to his October 11, <br />2005 letter to county commissioners concerning the application of Dakota Ag Coop for a <br />$1.00 payment in lieu of taxes for the years 2007-2017 under North Dakota Century Code <br />40-57.1. Dakota Ag Cooperative operates a unit-train loading facility near Kindred, and the <br />business plans to spend about $1,250,000 on improvements, according to Mr. Klein. He <br />said it would appear this amount is mostly construction costs which may not add dollar for <br />dollar value. Equipment costs also appear to be included; however, some of these costs <br />are not assessable. The effective tax rate then, according to Mr. Klein, would be 1.5%. <br /> <br />Per county policy, Mr. Klein said the applicants deposited the $100 non-refundable <br />application fee and published the two required notices to competitors. <br /> <br />A letter was received from David Braaten, Normanna Township Clerk, expressing support of <br />the tax incentives requested by Dakota Ag Cooperative. A letter was also received from <br />Steve Hall, Superintendent of the Kindred Public School District, opposing the request for <br />tax exemption because the loss of revenue would impact the school district budget. Both <br />Mr. Braaten and Mr. Hall were notified of today's meeting; however, neither was present. <br /> <br />Chairman Vanyo opened the public hearing for those wishing to speak on behalf of the <br />request for payment in lieu of taxes. <br />
