On roll call vote, <br />the motion carried unanimously. <br /> <br />10. ROAD AND STREET REPAIR FUNDS, Allocated MOTION, passed <br /> Mr. Sondrall moved and Mr. Shannon seconded to approve <br /> payment of Pothole and Street Repair Funds to West Fargo in <br /> the amount of $27,026.00, Arthur in the amount of $599.00, <br /> Ayr in the amount of $66.00, and Leonard in the amount of <br /> $446.00, as recommended by County Engineer Don Richards. <br /> On roll call vote, the motion carried unanimously. <br /> <br />11. FLOOD DAMAGE, Assessment being made by Road Dept, <br />Don Richards stated that his department is in the process of <br />preparing flood damage assessments. Chairman Eckert referred a <br />letter from the Stanley Township Chairman, Thomas L. Fischer, to Don <br />Richards concerning damage to three bridges in Stanley Township. <br /> <br />12. ROAD DEPARTMENT, Complaints by Hubert oye & sons construction <br />Dennis Oye from Hubert Oye & Sons Construction voiced a complaint <br />that for the last three years he has been trying to sell asphalt hot <br />mix to Cass County and has not been able to, and he questioned why <br />the County Engineer does not call for formal bids on asphalt. <br />Engineer Don Richards stated that he has talked to Mr. Oye, and their <br />prices have been high every time he has checked. Mr. Oye cited an <br />incident in 1987 quoting price differences for asphalt, and the <br />County Road Department did not take his low bid. Mr. Richards asked <br />him to provide proof of this at another time and place. <br /> <br />13. ROAD RESTRICTIONS AND REPAIR, Highway 81 near H. Oye Construc. <br />Dennis Oye asked the County to consider lifting the road restrictions <br />on Highway 81 off of County Road 20 near Hubert Oye & Sons <br />Construction Company. He stated that he offered to repair a portion <br />of the road at his cost of $25/ton for the material and labor. He <br />said he would do it for cost because they use the road, and he feels <br />it should be done. Chairman Eckert asked him to put the quote in <br />writing, and Mr. Oye agreed. As far as the road restrictions, <br />Mr. Wieland asked Mr. Oye if the restrictions were there when they <br />built on that site, and Mr. Oye admitted that he was never in the <br />area when road restrictions were on. Mr. Richards stated that he <br />will consider raising the limits as spring wears on. <br /> <br />14. BID OPENING, Road equipment and Supplies <br />The following bids were received for two new tandem axle trucks for <br />the County Road Department: <br /> <br />Nelson International <br />W.W.
