FORMER DATA PROCESSING MANAGER, Salary & U~qsed vacation Paid <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Sondrall seconded to pay Richard <br /> Offutt item 1, which is regular salary for April 3, 1989, <br /> and to pay item 2, which is unused vacation. On roll call <br /> vote, the motion carried unanimously. <br /> <br />36. ROAD ENGINEER, Letter to Personnel Department on comp time <br />Sandra Brumfield, Personnel Assistant, was present regarding a letter <br />from County Engineer Don Richards, dated April 13, 1989, in reply to <br />the Commission action that was taken on April 6, 1989, reaffirming <br />County po]icy that department heads shall not be paid comp time. Mr. <br />Richards indicated in his letter that being allowed compensatory time <br />was a very important part of his working agreement when he was hired <br />in 1985. He had attached a letter from former Administrative <br />Assistant Scott Krueger noting special provisions of his employment <br />at the time. However, Mr. Eckert stated that there has been no <br />record in the Commission minutes of an agreement or of any departure <br />from the personnel policy on paying comp time to Mr. Richards. The <br />County does not know exactly how much comp time he does have because <br />he has not been keeping track through the Personnel Department. Miss <br />Brumfield stated that Mr. Richards is continuing to accrue vacation <br />time being that he is using comp time for days off. <br /> <br />States Attorney Robert Hoy indicated that he was not privy to the <br />negotiations since Mr. Richards was hired by the County Commission. <br />Mr. Hoy has no persona] knowledge of the inducements Mr. Richards was <br />given beyond what the County Commission gives to other County <br />employees. If he were given inducements, Mr. Hoy felt the County <br />would be bound by those for a certain period of time but that is not <br />to say that the Commission cannot make a change. Mr. Hoy suggested <br />that the County Commission convey to Mr. Richards that it is the <br />Commission's intention that the County Personnel Policy applies to <br />him effective either this July 1 or January 1, 1990. <br /> <br />Mr. Eckert stated that he sent a letter to Mr. Richards on November <br />10, 1988, informing him that County policy states that department <br />heads do not receive comp time. Mrs. Toussaint questioned where <br />Scott Krueger got the information to put in a letter to Mr. Richards <br />when there is nothing in the minutes reflecting it. Mr. Wieland and <br />Mr. Eckert did not recall receiving a copy of Mr. Krueger's letter, <br />which noted carbon copies to County Commissioners. Mr. Hoy stated <br />that this type of situation highlights the need that the Commission <br />keep an absolute record of what it does. MOTION, withdrawn <br /> Mrs. Toussaint moved and Mr. Wieland seconded that County <br /> Engineer Don Richards follow the policy on comp time of all <br /> exempt County employees. Mr. Wieland asked if the motion <br /> should include a time frame as mentioned by the States <br /> Attorney, and Mr. Shannon suggested asking Mr. Richards <br /> what he feels would be fair. The motion and second were <br /> withdrawn and it was the consensus of the Board that the <br /> States Attorney, Personnel Assistant, and the Commissioners <br /> having the road portfolio, Mr. Eckert and Mr. Wieland, meet <br /> with County Engineer Don Richards to discuss this matter. <br /> A meeting was tentatively scheduled for April 20th. <br /> <br /> <br />
