On roil call vote, the motion carrie(~ <br />unanimously. Mr. Sondrall added that Mr. Meyer has done his job well <br />and is deserving of this compensation. <br /> <br /> Chairman Eckert passed out copies of the semi-annual fi. nancia~ <br />reports from the North Cass, Southeast Cass, Maple River, and Rush <br />River Water Resource Districts. He commented that the reports look <br />good. Mr. Wieland moved and Mr. Sondrall seconded that the semi-annual <br />reports from the four Water Resource Districts be received and filed. <br />The motion carried unanimously. <br /> <br /> Mr. Sondrall informed the Commission that he had studied the <br />printout of bills and was satisfied that they be paid. Mr. Shannon <br />suggested setting up a procedure by which each Commissioner would take <br />a turn at reviewing the bills, referring any questions <br />clarifications to the County Auditor and recommending to the Commission <br />payment of said bills at the Commission Meeting. <br /> <br /> Mr. Shannon moved and Mr. Sondrall seconded that starting <br />alphabetically, each Commissioner take his/her turn at reviewing the <br />monthly bills and recommending the same for payment. The Auditor's <br />Office would be responsible for calling the responsible Commissioner <br />when bills are available for viewing. The motion carried unanimously. <br /> <br /> Jennifer Johnson-Seltzer, Red River Valley Fair Manager, and Terry <br />Messmer from NDSU presented their proposal for a Natural Resource <br />Building at the Red River Valley Fairgrounds. Mr. Messmer said the <br />structure would be a series of four buildings interconnected with each <br />other. Bach building would house a different theme and be 40X60 in <br />size. The open center area could be an aviary or a living zoo. The <br />phased approach to construction would be taken, with a total cost of <br />approximately $100,000. The first phase would be built through fund <br />raising and would house office space and cost between $40-50,000. A <br />30-member Regional Committee has been developed to assist in fund <br />raising and quality control of the building. Ms. Johnson-Seltzer said <br />that during the winter, autos may be stored in the building to generate <br />rental funds. Mr. Sondrall said that he thought the building was a <br />great idea. There was a discussion that included Attorney Jonathan <br />Garaas regarding the County's obligation in regard to this center. Mr. <br />Shannon moved that this issue be tabled until the next Commission <br />meeting so that the County's obligation be evaluated and to see formal <br />plans and specifications. The motion died for lack of a second. <br /> <br /> Mr. Sondrall moved and Mr. Wieland seconded that the Red River <br />Valley Fair be allowed to proceed with construction of the Natural <br />Resource Center at the site north of the 4-H building. The motion <br />carried with Mr. Shannon opposing. <br /> <br /> <br />
