184 <br /> <br /> A letter was received from the Office of Intergovernmental <br />Assistance stating that Cass County's Community Development Block Grant <br />application for housing rehabilitation in unincorporated areas will be <br />reviewed Tuesday, January 31, 1989, in Bismarck. The Chairman was <br />instructed to write a letter of support to be delivered by the Lake <br />Agassiz Regional Council, 'and that the letter request a change in <br />future review dates for counties because of Tuesday meeting dates. <br /> <br /> Upon request of Richard Offutt, Mr. Wieland moved and Mr. Shannon <br />seconded that the position of Programmer/Analyst in the Data Processing <br />Department, vacated by Loyal Opsahl, be filled by Roxanne Friese at <br />an annual salary of $22,000; and that the position of <br />Operator/Programmer be filled according to current policy. Mr. Eckert <br />stated that Richard Offutt is preparing a report on the long-range data <br />processing plan. On roll call vote, the motion carried unanimously. <br /> <br /> Glenn Ellingsberg, Sheriff's Department, stated that the County <br />Personnel Technician advised him to obtain Commission approval for four <br />positions filled January 1st in the County Jail. He stated that the <br />positions were approved in the 1989 budget to go from part time to <br />full time. Mr. Wieland moved and Mrs. Toussaint seconded that the <br />Chairman be authorized to sign Salary and Pay Grade forms for the four <br />positions in the Jail. On roll call vote, motion carried unanimously. <br /> <br /> Mr. Sondrall moved and Mr. Wieland seconded to receive and file <br />the Officer's Reports for December, 1988. Motion carried. <br /> <br /> Mr. Sondrall moved and Mrs. Toussaint seconded to review the <br />budget and annual report of the Fargo and rural Council of Aging, and <br />review and accept the contract for the formula on the Senior Citizen <br />Funds of 1/2 of County mill levy and State matching funds to each. <br />Motion carried. <br /> <br /> Mr. Wieland reported that he has been involved in some <br />legislative issues affecting Cass County and, in some cases, all <br />counties in the State. Members of the Commission were in agreement <br />that he should continue making trips to Bismarck where possible and <br />when needed, with out of pocket expenses being paid by Cass County when <br />not covered by the State Association of Counties. <br /> <br /> Mr. Shannon moved and Mrs. Toussaint seconded that the meeting <br />dates of the Cass County Board of Commissioners be established to be <br />the first Tuesday and the 3rd Tuesday of each month beginning February <br />21, 1989, which is the third Tuesday in February. Discussion was held. <br />Mr. Shannon stated that there is no time to research and prepare for <br />agenda items since the Commissioners presently receive the agenda on <br />Saturdays for each Tuesday meeting.
