He decided the Emergency Fund money could be used to pay for <br />snow removal and suggested Mr. Richards keep a running total. It was <br />decided that Mr. Richards would present a total used for snow removal <br />in February and ask for a transfer of funds and maybe do another <br />transfer in mid-March. <br /> <br /> Mr. Shannon suggested postponement of discussion on the rural <br />sewer project due to the absence of Mr. Wieland. Mr. Sondrall said <br />that he had been informed by Mr. Eckert that the County would not have <br />to pay back any monies if the project does not go through. Mr. Eckert <br />confirmed that and said the State has never required a refund if a <br />project falls apart. <br /> <br />The meeting was recessed and reconvened after a short break. <br /> <br /> Mr. Shannon moved and Mrs. Toussaint seconded that a copy of the <br />1989 budget be supplied at the February 7, 1989 Commission meeting. <br />Motion carried. <br /> <br /> Mrs. Toussaint read a letter from the States Attorney's Office <br />regarding a boiler located on the property next door and requested the <br />status of the situation and the cost involved. She also asked if there <br />was any liability on the part of the sellers for this boiler. States <br />Attorney Ho¥ responded that it was difficult to give a clear and <br />definitive answer on this situation. It was his understanding that <br />Mr. Larson and Mr. Wieland had not been told the boiler was in bad <br />condition when they looked at the property and that at the present <br />time, the boiler was under a temporary authorization to be used. There <br />may be some basis for going back to the sellers on the situation. <br />Mrs. Toussaint moved and Mr. Shannon seconded that States Attorney Hoy <br />check into the legal responsibilities of the buyer and seller in this <br />situation and the approximate cost of a replacement boiler. Motion <br />carried. <br /> <br /> Mr. Sondrall advised that he had attended a meeting of the <br />Metropolitan Council of Governments. He reported that the Council had <br />voted on Option #2, which gives Fargo five representatives on their <br />Board, Moorhead three representatives, and West Fargo, Dilworth, Cass <br />County and Clay County each one representative. <br /> <br /> Mr. Eckert gave Mr. Larson a plaque in appreciation of his service <br />to the County and Building Authority. A similar plaque will be <br />presented to Jeannette Stanton for her outstanding services as well.
