176 <br /> <br /> Mr. Shannon moved and Mr. Sondrall seconded that Bonnie Johnson <br />as spokesperson for department heads, that Jim Thoreson as spokesman <br />for County employees, and that Don Eckert as spokesman for the County <br />Commissioners report to the Commission at its next regular meeting <br />names of representatives to serve on the committee which will review <br />personnel policies and procedures. Motion carried. <br /> <br /> Mr. Sondrall moved and Mrs. Toussaint seconded to grant the <br />application for a bingo permit for the Kindred High School Band <br />Parents on the dates of January 13, 21, 24 and February 4, 10, and <br />14, 1989, at the Kindred High School. Motion carried. <br /> <br /> A memo was received and read by County Auditor Ordelle Brua <br />on the cost of publishing the County Commission agendas in "The <br />Forum". The size of the agenda will vary each week, but it was <br />estimated that it will cost $2,600-$4,800 per year based upon the <br />figures quoted by the County Auditor. The motion by Mr. Shannon and <br />second by Mr. Sondrall, which was tabled from last week, was to begin <br />publishin~ weekly Commission agendas in the Saturday edition of The <br />Forum using the style similar to the City of Fargo, for the sole <br />purpose of enabling citizens to see what the Commission is doing. <br />Mr. Wieland stated that he is not opposed to doing this but was <br />concerned that it was not included in the 1989 budget. The Auditor <br />stated that it could be paid from the publishing and printing line <br />item. At the call for the question and upon roll call vote, the <br />motion carried unanimously. Persons presently receiving an agenda in <br />the mail will be informed of this action, and department heads will <br />be notified that the deadline for submitting agenda items to the <br />Commission Secretary will be Noon on Thursdays. <br /> <br /> Discussion continued on portfolio and committee assignments. <br />Mr. Shannon felt that the Commission needs to develop a schedule of <br />rotation in the future whereby all Commissioners can become involved <br />with each of the responsibilities. <br /> <br /> Mr. Wieland reported that a second positionon the Fargo-Cass <br />County Industrial Development Commission will be available for a <br />County Commissioner or employee in April. <br /> <br /> Mr. Eckert stated that he wishes to resign from the County <br />Planning Board, and there is a second position vacated by former <br />Commissioner Jeannette Stanton. Mr. Wieland moved and Mr. Sondrall <br />seconded to appoint CommissiOners Shannon and Toussaint to the Cass <br />County Planning Board. On roll call vote, the motion carried <br />unanimously. <br /> <br /> Mr. Wieland read a letter from the City of Fargo concerning <br />establishment of a Dome Authority. Mr. Shannon moved and Mr. Wieland <br />seconded that Commissioners Toussaint and Wieland serve as a <br />nominating committee from the County Commission to submit a list of <br />nominees for the Dome Authority, as requested by the City of Fargo, <br />subject to County Commission approval. Motion carried. <br /> <br /> Correspondence was received from Attorney Duane Breitling <br />regarding ice hockey equipment at Schollander Pavilion at the Red <br />River Valley Fairgrounds. Mr. Wieland moved and Mr. Sondrall <br />seconded that the accompanying information from Mr. Breitling be <br /> <br /> <br />
