172 <br /> <br /> Concerning appointment of a Jail Committee, motion was made by <br />Mr. Shannon that the Commission raise the question as to what the <br />County's minimum responsibility is to the citizens of Cass County to <br />provide incarceration or jail services, and at what point is it <br />constitutional in regard to the North Dakota Century Code and the <br />United States Code. Mr. Wieland seconded the motion for discussion <br />after which the motion carried on roll call vote with all members <br />voting "Aye". Chairman Eckert asked States Attorney Robert Hoy to <br />answer this question, and Mr. Hoy asked for two weeks' time to <br />provide an answer. <br /> <br /> Mr. Wieland moved and Mr. Sondrall secomded that the Chairman <br />send a letter with Sheriff Don Rudnick, who will be attending the <br />Senate Appropriations Committee meeting in Bismarck on Friday, <br />reaffirming the County's opposition to legislative mandates involving <br />increased fiscal responsibilities on local governments, particularly <br />an issue involving funding for food services at the State Training <br />Center ~or law enforcement trainees. Motion carried. <br /> <br /> A meeting was scheduled at the request of County Planner Earl <br />Haugen for Monday, January 9th, at 8:15 AM in the Commission Room, <br />for an update on the southside rural sewer project. <br /> <br /> Mr. Wieland stated that the House Appropriations Committee is <br />meeting on January llth, and he felt as many Commissioners should <br />attend as possible, as well as some of the department heads. <br /> <br /> Mr. Shannon moved and Mr. Sondrall seconded to begin publishing <br />weekly Commission agendas in the Saturday edition of The Foru~ using <br />the style similar to the City of Fargo, for the sole purpose of <br />enabling citizens to see what the Commission is doing. Mr. Wieland <br />asked if the cost has been determined and what budget item would <br />cover the cost. Mr. Sondrall asked for one week's time to consider <br />this further, and Mr. Shannon tabled the motion until next Tuesday. <br /> <br /> Mr. Wieland suggested holding an organizational meeting of the <br />Cass County Park Board On the first Tuesday in February at 10:30 A.M. <br /> <br /> On motion by Mr. Sondrall and seconded by Mr. Shannon, <br />meeting was adjourned. <br /> <br />the <br /> <br />ATTEST: APPROVED: <br /> <br />urdelle Brua - County Auditor <br />Cass County, North Dakota <br /> <br />Don Eckert, Chairman <br />Cass County Board of Commissioners <br /> <br /> <br />
