171 <br /> <br /> Mrs. Toussaint moved and Mr. Wieland seconded to approve the <br />Indemnity Bond on Lost Instruments filed by Donna Chalimonczyk, <br />Richard Hilborn, John Dorso, Argusville Fire District, and Joyce <br />Haggarth Temenson, and to authorize duplicate checks. On roll call <br />vote, the motion carried unanimously. <br /> <br /> Mr. Shannon moved and Mr. Sondrall seconded that the County <br />Treasurer be authorized to invest excess funds. On roll call vote, <br />the motion carried unanimously. <br /> <br /> County Engineer Don Richards asked the County Commission to <br />provide a welcoming address at the North Dakota Association of County <br />Engineers Institute being held on February 1-3, 1989, at the <br />Fargo Doublewood Inn, and he invited the Commissioners to attend. <br /> <br /> Mr. Wieland moved and Mr. Sondrall seconded to approve out of <br />state travel for Don Richards to attend the Minnesota Association of <br />County Engineers meeting on January 9, 1989, in Brainerd, Minnesota. <br />Mr. Shannon stated that he does not feel it is necessary for the <br />Commission to approve out of state travel for department heads. <br />Mr. Wieland stated that it has been done as a matter of courtesy, <br />and it is a matter of County policy at this time. Mr. Shannon stated <br />that he is aware that it is a matter of policy and hopes that it can <br />be changed. The motion carried with Mr. Shannon opposing the <br />principle. <br /> <br /> In answer to Mr. Sondrall's question on the status of bridge <br />sites in Stanley and Normanna Townships, Don Richards reported that <br />the Road Committee met with both townships in November. The Stanley <br />Township Board was asked to make another presentation in writing to <br />the County Commission as to what their policy might be. Normanna <br />Township officials and their attorney asked for a delay because they <br />have not reached an agreement. <br /> <br /> Mr. Shannon asked how the County responds to requests for <br />replacing or rebuilding bridges, whether the County has a <br />well-written policy on bridges, and whether the townships had input <br />in the base line information. Don Richards stated that he will <br />provide each of the new Commissioners with a copy of the County <br />policy on bridges. Mr. Wieland stated that the policy is primarily <br />written according to State law, and he felt that the townships do <br />have input in the policy. <br /> <br /> Mr. Sondrall moved and Mrs. TousSaint seconded <br />No. 5789 through No. 7465 be approved and ordered <br />call vote, the motion carried unanimously. <br /> <br /> that Vouchers <br />paid. On roll' <br /> <br /> Discussion was held on County committee assignments. <br />Mr. Shannon suggested that each Commissioner make a list of the <br />committees they are interested in, and he felt the Commission needs <br />to consider a system of rotation. Mrs. Toussain% asked for more <br />information on these committees before making a decision, and <br />Mr. Shannon requested information on meeting dates and time for the <br />various committees. <br /> <br /> <br />
