171 Mrs. Toussaint moved and Mr. Wieland seconded to approve the Indemnity Bond on Lost Instruments filed by Donna Chalimonczyk, Richard Hilborn, John Dorso, Argusville Fire District, and Joyce Haggarth Temenson, and to authorize duplicate checks. On roll call vote, the motion carried unanimously. Mr. Shannon moved and Mr. Sondrall seconded that the County Treasurer be authorized to invest excess funds. On roll call vote, the motion carried unanimously. County Engineer Don Richards asked the County Commission to provide a welcoming address at the North Dakota Association of County Engineers Institute being held on February 1-3, 1989, at the Fargo Doublewood Inn, and he invited the Commissioners to attend. Mr. Wieland moved and Mr. Sondrall seconded to approve out of state travel for Don Richards to attend the Minnesota Association of County Engineers meeting on January 9, 1989, in Brainerd, Minnesota. Mr. Shannon stated that he does not feel it is necessary for the Commission to approve out of state travel for department heads. Mr. Wieland stated that it has been done as a matter of courtesy, and it is a matter of County policy at this time. Mr. Shannon stated that he is aware that it is a matter of policy and hopes that it can be changed. The motion carried with Mr. Shannon opposing the principle. In answer to Mr. Sondrall's question on the status of bridge sites in Stanley and Normanna Townships, Don Richards reported that the Road Committee met with both townships in November. The Stanley Township Board was asked to make another presentation in writing to the County Commission as to what their policy might be. Normanna Township officials and their attorney asked for a delay because they have not reached an agreement. Mr. Shannon asked how the County responds to requests for replacing or rebuilding bridges, whether the County has a well-written policy on bridges, and whether the townships had input in the base line information. Don Richards stated that he will provide each of the new Commissioners with a copy of the County policy on bridges. Mr. Wieland stated that the policy is primarily written according to State law, and he felt that the townships do have input in the policy. Mr. Sondrall moved and Mrs. TousSaint seconded No. 5789 through No. 7465 be approved and ordered call vote, the motion carried unanimously. that Vouchers paid. On roll' Discussion was held on County committee assignments. Mr. Shannon suggested that each Commissioner make a list of the committees they are interested in, and he felt the Commission needs to consider a system of rotation. Mrs. Toussain% asked for more information on these committees before making a decision, and Mr. Shannon requested information on meeting dates and time for the various committees.
