166 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />DECEMBER 20, 1988 <br /> <br /> The meeting was called to order by Vice Chairperson Jeannette <br />Stanton with three members present as follows: Alon Wieland, <br />Jeannette Stanton, and Ray Larson. Don Eckert and Oscar Sondrall <br />were absent. <br /> <br /> Mr. Larson moved and Mr. Wieland seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> Mr. Bill Kipley from Employee Assistance Program Consultants, <br />Inc. appeared before the Board with an annual report, and he <br />presented a contract for 1989 at the same rate as for 1988 of $2.00 <br />per employee per month for 300 employees. Mr. Larson moved and <br />Mr. Wieland seconded to authorize the Vice Chairperson to sign the <br />contract with Employee Assistance Program Consultants, Inc. for 1989 <br />as outlined. On roll call vote, the motion carried unanimously. <br /> <br /> Discussion was held with Jim Thoreson from the County Sheriff's <br />Department regarding a letter he wrote to the Commission requesting <br />holiday compensation for Sheriff's employees who work on <br />December 25-26 or on January 1-2. For those Sheriff's employees who <br />are scheduled to work both Sunday and Monday, he requested holiday <br />compensation for only one of the days. He stated that the cost would <br />be about $2,000.00. Richard Offutt, Director of Administrative <br />Services, and Personnel Technician Sandra Brumfield were present, and <br />they stated that County Personnel Policy does not address <br />compensation for employees who work on holidays. Mr. Wieland moved <br />and Mr. Larson seconded that Sheriff's Department employees working <br />the holiday weekend be compensated at the rate of time and one-half <br />for a total of 168 hours of holiday pay, as requested by Jim <br />Thoreson. The motion carried on roll call vote with Mrs. Stanton <br />voting "No", Mr. Wieland and Mr. Larson voting "Aye". <br /> <br /> Social Services Director Tom Jensen appeared before the Board <br />and stated that he negotiated with two foster care staff members to <br />assume supervisory responsibilities on a temporary basis until a <br />replacement is found for the former supervisor, Margaret Moore. <br />Mr. Larson moved and Mr. Wieland seconded that the Social Services <br />Director be allowed to compensate Bev Bohn an additional $200.00 per <br />month and to compensate Kathy Suedell an additional $50.00 per month <br />for supervisory responsibilities for a period of six months, <br />retroactive to August 1, 1988. On roll call vote, the motion carried <br />with all members present voting "Aye". <br /> <br /> Mr. Wieland moved and Mr. Larson seconded to renew a lease <br />agreement with the State of North Dakota Director of Institutions for <br />three offices at the Juvenile Justice Center at $7.00 per square foot <br />for the year 1989. Motion carried. Mr. Wieland asked that this item <br />be discussed in October next year, rather than December. <br /> <br /> <br />
