Mrs. Stanton felt there should be more concern <br />about the Child Protection Services. Tom Jensen stated that the <br />workloads in the Eligibility Department are too large and the use of <br />flex time was to make it possible for staff to get their work done <br />without increased frustration, not to eliminate the need for staff. <br />He asked the Commission to formalize a committee to study the space <br />issue, and he suggested that the Commission look at space in the <br />South Wing when the leases of other government agencies expire. <br /> <br /> Mr. Larson moved and Mr. Sondrall seconded to authorize County <br />Social Services to hire an additional eligibility technician <br />effective immediately. Mr. Wieland stated that he is willing to work <br />on the space problem in the next six months. At the call for the <br />question and upon roll call vote, the motion carried with three <br />members voting "Aye", Mrs. Stanton opposing because she stated that <br />she has as much concern for Child Protection Services. <br /> <br /> Mark Thelen, City of Fargo Finance Director, appeared before the <br />Board concerning open records policy, and particularly home health <br />proposals being reviewed by County Social Services. He stated that <br />County departments do not appear to have a great deal of knowledge as <br />to what are open records, and it appears that everything has to go <br />through the County attorney. He wanted to bring this to the <br />Commission's attention because he feels the procedure that was <br />followed on the Social Services proposals was incorrect. He stated <br />that the City of Fargo has a specified day and time every month for <br />publicly opening bids. Mr. Wieland stated that the County should <br />address this issue in County policy. Mrs. Stanton suggested a memo <br />to County Department Heads, written with the help of the States <br />Attorney, on open records. <br /> <br /> County Planner Earl Haugen presented a written proposal for a <br />combined secretarial job description for the County Superintendent of <br />Schools and County Planner. It includes 5% of the secretary's time <br />for the County Commission. Mr. Haugen suggested that the position be <br />re-classified since there are added duties. Mr. Wieland stated that <br />any salary adjustments for 1989 will be part of an overall situation. <br />He suggested that the 5% share of the County Commission could be paid <br />from the travel line item for 1989, since it is not specified in the <br />budget. Mr. Larson moved and Mr. Wieland seconded to approve the <br />concept of combining the secretarial job description for the County <br />Planner and Superintendent of Schools, as presented by Earl Haugen. <br />Motion carried. <br /> <br /> The County Planner gave an update on the southside rural sewer <br />project. <br /> <br /> A meeting of the Cass County Building Authority scheduled for <br />today was postponed until January, and Mr. Bob Ehlers will be <br />requested to enlighten the newly elected County Commissioners on the <br />potential jail financing options. Mr. Wieland suggested the date of <br />January 17, 1989, at 11:00 A.M., and he instructed the Commission <br />secretary to send a letter to Ehlers and Associates. <br /> <br /> <br />
