162 REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS DECEMBER 13, 1988 The meeting was called to order by Vice Chairperson Jeannette Stanton with four members present as follows: Oscar Sondrall, Alon Wieland, Ray Larson, and Jeannette Stanton. Don Eckert was absent. Mr. Sondrall moved and Mr. Wieland seconded that the minutes of the previous meeting be approved as written. Motion carried. A public hearing was held on the Ad Valorem Tax exemption and/or Income Tax Exemption submitted by Hubert Oye & Sons, Inc. Mr. Terry Wiles, Attorney for the corporation, was present along with Dennis Oye, President of the corporation. Also present was Cass County Director of Tax Equalization, Mr. Francis Klein. Vice Chairperson Jeannette Stanton asked for any comments from the public. No comments being made, the public hearing was closed. Motion was made by Commissioner Ray Larson and seconded by Commissioner Oscar Sondrall that the Vice Chair be authorized to sign the necessary documents for a 70% property tax exemption for five years and a 100% income tax exemption for five years, as requested by Hubert Oye & Sons, Inc. At the call for the question and upon roll call vote, the motion carried unanimously. Mr. Wieland moved and Mr. Larson seconded that the County Commission approve the request of the Cass County Historical Society to store railroad ties on a portion of County property near the Red River Valley Fairgrounds at no cost, subject to location approval by the County Engineer and providing that the storage be done in such a manner as to present a neat storage area. Motion carried. Mrs. Stanton stated that the County Planning Commission has requested that the salary of County Planner Earl Haugen be increased to $24,000 annually retroactive to October 1, 1988. Mr. Wieland stated that this was promised to him at the time Mr. Haugen was hired. Mr. Sondrall questioned who made this promise and asked if it is in the Commission minutes. Mrs. Stanton stated that Earl Haugen was hired at a low salary when he started, and he has proven himself well. Mr. Wieland stated that a mistake was made in the 1989 budget, which reflects the County Planner's current salary. If an adjustment is made, the additional salary would have to be paid from the Contingency Fund or the 1989 budget could be revised in November or December. Mr. Larson moved and Mr. Wieland seconded to increase the County Planner's salary to $24,000 annually retroactive to October 1, 1988. On roll call vote, the motion carried with all members present voting "Aye". County Engineer Don Richards presented five bills totaling $211.95, which the County Road Department has been unable to collect from people who have received services from that department.
