162 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />DECEMBER 13, 1988 <br /> <br /> The meeting was called to order by Vice Chairperson Jeannette <br />Stanton with four members present as follows: Oscar Sondrall, Alon <br />Wieland, Ray Larson, and Jeannette Stanton. Don Eckert was absent. <br /> <br /> Mr. Sondrall moved and Mr. Wieland seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> A public hearing was held on the Ad Valorem Tax exemption and/or <br />Income Tax Exemption submitted by Hubert Oye & Sons, Inc. Mr. Terry <br />Wiles, Attorney for the corporation, was present along with Dennis <br />Oye, President of the corporation. Also present was Cass County <br />Director of Tax Equalization, Mr. Francis Klein. <br /> <br /> Vice Chairperson Jeannette Stanton asked for any comments from <br />the public. No comments being made, the public hearing was closed. <br /> <br /> Motion was made by Commissioner Ray Larson and seconded by <br />Commissioner Oscar Sondrall that the Vice Chair be authorized to sign <br />the necessary documents for a 70% property tax exemption for five <br />years and a 100% income tax exemption for five years, as requested by <br />Hubert Oye & Sons, Inc. At the call for the question and upon roll <br />call vote, the motion carried unanimously. <br /> <br /> Mr. Wieland moved and Mr. Larson seconded that the County <br />Commission approve the request of the Cass County Historical Society <br />to store railroad ties on a portion of County property near the Red <br />River Valley Fairgrounds at no cost, subject to location approval by <br />the County Engineer and providing that the storage be done in such a <br />manner as to present a neat storage area. Motion carried. <br /> <br /> Mrs. Stanton stated that the County Planning Commission has <br />requested that the salary of County Planner Earl Haugen be increased <br />to $24,000 annually retroactive to October 1, 1988. Mr. Wieland <br />stated that this was promised to him at the time Mr. Haugen was <br />hired. Mr. Sondrall questioned who made this promise and asked if it <br />is in the Commission minutes. Mrs. Stanton stated that Earl Haugen <br />was hired at a low salary when he started, and he has proven himself <br />well. Mr. Wieland stated that a mistake was made in the 1989 budget, <br />which reflects the County Planner's current salary. If an adjustment <br />is made, the additional salary would have to be paid from the <br />Contingency Fund or the 1989 budget could be revised in November or <br />December. <br /> <br /> Mr. Larson moved and Mr. Wieland seconded to increase the County <br />Planner's salary to $24,000 annually retroactive to October 1, 1988. <br />On roll call vote, the motion carried with all members present voting <br />"Aye". <br /> <br /> County Engineer Don Richards presented five bills totaling <br />$211.95, which the County Road Department has been unable to collect <br />from people who have received services from that department. <br /> <br /> <br />
