160 <br /> <br /> Judge Frank Racek also presented copies of a memo from <br />Centre, Inc. indicating that four Cass County residents were referred <br />in 1988 by the Court for residency at Centre. Due to the County's <br />low usage for residency, Judge Raoek stated that Centre is willing <br />to amend the arrangement with Cass County whereby the County would <br />reimburse Centre at the per diem rate of $35.00, rather than a <br />payment of $10,000 in two installments. Mrs. Stanton moved and <br />Mr. Wieland seconded that County Court be authorized to enter into an <br />agreement with Centre, Inc. for utilizing the facility on a daily <br />basis as outlined by Judge Racek. On roll call vote, the motion <br />carried with all members present voting "Aye". <br /> <br /> Upon the request of Wayne Colberg, County Weed Control Officer, <br />Mr. Wieland moved and Mr. Sondrall seconded that he'be authorized to <br />purchase computer and related equipment, with the necessary services, <br />from his 1988 budget at a cost not to exceed $3,960.00. On roll call <br />vote, the motion carried with all members present voting "Aye". <br /> <br /> Mr. Sondrall moved and Mrs. Stanton seconded that Vouchers <br />No. 4963 through No. 5788 be approved and ordered paid. On roll call <br />vote, the motion carried with all members present voting "Aye". <br /> <br /> Alvin Johnson, County Social Services, again appeared regarding <br />the request for an eligibility specialist in addition to the four <br />people who are authorized for hire in 1989. Mr. Sondrall felt the <br />additional position should be allowed. Mrs. Stanton suggested <br />working through the flexible time schedule to see how this helps, and <br />also hire the one eligibility specialist that has been authorized. <br />Alvin Johnson stated that Frank Quisenberry's observation was that <br />the caseloads are too large. Mrs. Stanton moved to deny the request <br />for an additional employee in the Eligibility Department. The motion <br />was seconded by Mr. Wieland for discussion, and he requested another <br />week's time to review the request. Mrs. Stanton withdrew the motion, <br />and the matter was placed on the agenda for next week. <br /> <br /> Motion was made by Mrs. Stanton to approve a salary adjustment <br />for County Planner Earl Haugen, as recommended by the Cass County <br />Planning Commission, from $19,760 to $24,000 annually, retroactive to <br />.October 1, 1988; and an increase to $25,000 for 1989 according <br />to the Bob Black Report, Mr. Eckert stated that this is a large <br />increase for someone having less than one year's experience as a <br />planner, and he could not support it. The motion failed for lack of <br />a second. Mr. Wieland stated that he would not support the <br />adjustment for 1989 as the Commission has not addressed this item for <br />other departments. There appeared to be a discrepancy in the 1989 <br />budget on the County Planner's salary, and Mr. Wieland requested an <br />additional week to investigate this. <br /> <br /> Mr. Wieland stated that it may become necessary to change the <br />date of a meeting with Cass County legislators set for December 14th, <br />due to their commitments in Bismarck on that date. He will pursue <br />this further. <br /> <br /> <br />
