Mr. Wieland moved and Mr. Sondrall seconded that the Chairman be authorized to work with the County Director of Tax Equalization and the County Extension Service to prepare a benefit and cost factor on the proposed soils survey recorrelation for future consideration by the County Commission. Motion carried. Chairman Eckert welcomed newly elected Commissioners Sharon "Pepper" Toussaint and Gene Shannon, who were present this morning. They will take office after January 1, 1989. The Commission acknowledged receipt of comments from Cass County department heads on 1989 salary adjustments and the survey conducted by Mr. Bob Black of Eide Helmeke Company. Mr. Wieland requested copies for each Commissioner to review it prior to discussion. Mr. Sondrall moved and Mr. Wieland seconded to grant approval of a Raffle Permit for the Sheyenne Red River Rodeo Club on the dates of April 29 and 30, 1989, at the Red River Valley Fairgrounds. Motion carried. County Auditor Ordelle Brua reported that the East Central Commissioners Association will hold their regular meeting on December 12, 1988, at the Coachman Inn in Cooperstown; and Cass County legislators are invited to attend. The Chairman will send a letter notifying the legislators of the meeting. A letter was received from Cass County Court requesting approval to hire a public administrator, which is no longer an elected position according to North Dakota Century Code, and to hire a probation officer. Mr. Wieland felt that further information was needed and suggested that Chairman Eckert contact County Court asking them to provide a copy of an agreement with Centre, Inc. on probation services, and to request one of the County Judges to appear before the Board next week. Mr. Larson moved and Mr. Sondrall seconded to grant approval for out of state travel for Sheriff Don Rudnick and for Lt. Arland Rasmussen to Sioux Falls, South Dakota, on November 30, 1988. Motion carried. Mr. Wieland moved and Mr. Sondrall seconded that the Chairman be authorized to send a letter to State Highway Commissioner Walter Hjelle, who is retiring, thanking him for the work he has done for North Dakota counties. Motion carried. Mr. Sondrall asked about appointments to various boards for terms expiring January 1st. Mr. Eckert stated that on occasion, the County Commission has made the appointments before the first of the year. This item will be placed on the December 20th agenda.
