156 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />NOVEMBER 29, 1988 <br /> <br /> Chairman Don Eckert called the meeting <br />members present as follows: Oscar Sondrall, <br />Eckert, and Ray Larson. Jeannette Stanton <br />meetings in Bismarck. <br /> <br />to order with four <br /> Alon Wieland, Don <br />was attending other <br /> <br /> Mr. Larson moved and Mr. Wieland seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> Alvin Johnson from County Social Services appeared before the <br />Board with three items which were considered by the Social Service <br />Board at their meeting on November 28th. They approved a <br />recommendation for job reclassification and salary adjustment for an <br />employee whose added duties include training of new staff members. <br />Mr. Sondrall moved and Mr. Larson seconded that Social Services be <br />allowed to reclassify an Eligibility Specialist I in Pay Grade 17 to <br />an Eligibility Specialist II in Pay Grade 19 at a monthly salary of <br />$1,458.00, retroactive to September 1, 1988. The motion carried on <br />roll call vote with all members present voting "Aye". <br /> <br /> Alvin Johnson presented a request for a variable time schedule <br />for the eligibility staff in Social Services. He stated that some of <br />the workers are finding it difficult to complete their work as it <br />relates to use of the computer because the response time on the State <br />computer system is slow at certain times. The State is trying to <br />make improvements to correct the situation. In the meantime, the <br />County Social Services Board recommended a variable time schedule <br />on a 90-day trial basis with a review in 60 days to determine if it <br />is effective. Mr. Wieland asked if the department's needs will be <br />met during the hours of 8:00 AM and 5:00 PM, and Mr. Johnson stated <br />that they would. Mr. Larson moved and Mr. Sondrall seconded to <br />authorize Social Services to use a variable time schedule for 14 <br />employees in the Eligibility Department on a 90-day trial basis, <br />beginning December 1st, with a report from Social Services in 60 <br />days. The motion carried on roll call vote with all members present <br />voting "Aye". <br /> <br /> The County Social Service Board also recommended that Alvin <br />Johnson request an additional Eligibility Specialist I in Pay <br />Grade 17, salary range of $1,161 to $1,769 per month. The Social <br />Services staffing analysis conducted by Frank Quisenberry indicated <br />that the eligibility department is under-staffed. County Social <br />Services requested eight new positions at budget time, and four were <br />approved. Mr. Wieland asked about office space for additional <br />employees, and Mr. Johnson stated that this is a problem which Social <br />Services has requested consideration by the County Commission in the <br />past. Since this position was not included in the 1989 budget, <br />members of the Commission requested an additional week's time to <br />consider the request. <br /> <br /> Mr. Larson moved and Mr. Sondrali seconded to approve the 1989 <br />Road Construction Program for the ten mill levy and the road and <br /> <br /> <br />
