146 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />NOVEMBER 8, 1988 <br /> <br /> Chairman Don Eckert called the meeting to order with all members <br />present as follows: ()scar Sondrall, Alon Wieland, Don Eekert, <br />Jeannette Stanton, and Ray Larson. <br /> <br /> Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> Upon the recommendation of the Cass County Planning Commission, <br />represented today by County Planner Earl Haugen, Mrs. Stanton moved <br />and Mr. Wieland seconded to approve a variance for Nelson <br />Subdivision, located in the SW 1/4 of Section 26, Harmony Township, <br />with the same conditions attached as outlined in the County Planner's <br />letter dated November 4, 1988. Motion carried. <br /> <br /> At the last meeting of the County Planning Commission, a <br />motion was approved that a letter be sent to the County Commission <br />asking them to consider the development of tax-forfeited property for <br />park purposes. The property mentioned was in Forest River <br />Subdivision located in Stanley Township, and Earl Haugen stated that <br />the property is in the floodway and cannot be developed. Don Eckert <br />questioned obtaining property for park purposes, and he stated <br />that there is a large amount of special assessments against this <br />particular property. Also, the property will be offered for sale at <br />public auction in the County Auditor's Office on Tuesday, November <br />18, 1988, if the delinquent taxes are not paid prior to the time of <br />the sale. Mrs. Stanton suggested referring the matter back to the <br />County Planning Commission to establish a sub-committee to review it <br />further and to consider a requirement for dedication of parks on <br />large subdivision plats. <br /> <br /> Mrs. Stanton moved and Mr. Larson seconded that Earl Haugen be <br />authorized to send a letter to the Fargo-Moorhead Metropolitan <br />Council of Governments asking for assistance with solid waste <br />planning. Motion carried. <br /> <br /> Earl Haugen gave an update on the southside rural sewer project <br />and stated that the next public hearing is scheduled for December 14, <br />1988, at 7:00 P.M. in the Juvenile Justice Center. <br /> <br /> A public hearing was held on the 1988 County budget adjustments <br />recommended by County Accountant Mike Montplaisir. Hearing no <br />comments and no one being present from the general public, the <br />Chairman declared the public hearing closed. Mr. Wieland moved and <br />Mr. Sondrall seconded to adopt the 1988 budget adjustments. On roll <br />call vote, the motion carried unanimously. <br /> <br /> Richard Offutt, Director of Administrative Services, submitted a <br />proposal from Simplex Time Recording Company, AB Door-Ware, Inc., and <br />Dakota Electric Construction Company for purchase and installation of <br />a computer-controlled security system at the County Courthouse. <br /> <br /> <br />
