Motion carried. <br /> <br /> Upon the recommendation of County Accountant Mike Montplaisir, <br />Mr. Larson moved and Mr. Wieland seconded to approve a transfer of <br />$20,000 from the health insurance levy fund to the health insurance <br />trust fund. On roll call vote, the motion carried unanimously. <br /> <br /> Mr. Wieland moved and Mrs. Stanton seconded to approve payment <br />of $4,000, which is 2/3 of the $6,000 bill from Eide Helmeke Company, <br />for a County salary study which they are conducting, the balance to <br />be paid upon completion of the study. On roll call vote, the motion <br />carried unanimously. <br /> <br /> Each Commissioner received a copy of a letter from States <br />Attorney Robert Hoy concerning the Memorandum of Agreement with the <br />City of Fargo on the North Broadway Bridge. Mr. Wieland stated that <br />he will follow through on this with the City of Fargo informing them <br />of the States Attorney's opinions. <br /> <br /> Each Commissioner received a copy of a letter from States <br />Attorney Robert Hoy concerning the Resolution from the City of Fargo <br />requesting Cass County to serve as the lead agency for the 45th <br />Street and 1-94 interchange project. In his letter, Mr. Hoy stated <br />that it is doubtful that the County alone could effectively serve as <br />the legal vehicle for accomplishing the spread of special assessments <br />in connection with this project. However, Mr. Hoy did state that the <br />County could likely participate with the cities of Fargo and West <br />Fargo under a joint powers agreement to pursue this project. <br />Mr. Wieland moved and Mrs. Stanton seconded to send a copy of the <br />States Attorney's letter to the cities of Fargo and West Fargo, the <br />Metropolitan Council of Governments, the Barnes Township Board of <br />Supervisors, Charles Kahl of the State Highway Department, and Mark <br />Giddings of the Fargo Chamber of Commerce for their information. <br />Motion carried. <br /> <br /> Mrs. Stanton moved and Mr. Larson seconded to request from the <br />Garrison Diversion Conservancy District a break down of per diem and <br />expenses paid to each member of the Board of Directors during the <br />years 1986 and 1987.
