143 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />NOVEMBER 1, 1988 <br /> <br /> Chairman Don Eckert called the meeting to order with all members <br />present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, <br />Jeannette Stanton, and Ray Larson. <br /> <br /> Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> County Planner Earl Haugen stated that the Cass County <br />Planning Commission endorsed the beltline/ring road route proposed by <br />the Metropolitan Council of Governments, and recommended approval by <br />the Cass County Commission. Present were Rick Lane from the <br />Metro Council, County Engineer Don Richards, and representatives of <br />Mapleton Township. Mrs. Stanton moved and Mr. Larson seconded to <br />approve the beltline route recommended by the Cass County Planning <br />Commission as follows: from the Red River west on Cass County 22, <br />south on Cass County 17, west three miles on Cass County 10, south <br />one mile to township road to Interstate 94, then east on Interstate <br />94 to Cass County 17, south on Cass County 17 to Cass County 6, east <br />on Cass County 6 to Fargo's 52nd Avenue South until it crosses the <br />Red River. Further discussion was held, and William Rutten asked if <br />Mapleton Township will be required to reconstruct their road which is <br />included in the beltline. He was informed that this is not the <br />purpose of a beltline. At the call for the question and upon roll <br />call vote, the motion carried unanimously. <br /> <br /> Earl Haugen submitted a letter indicating that he has completed <br />his six-month probation period as County Planner. He requested that <br />a performance evaluation be conducted according to County Personnel <br />Policy. He also stated that he understood his salary would be <br />adjusted to the previous County Planner's salary upon completion <br />of the probation period. Commissioners were in agreement that the <br />County Planning Commission should conduct the performance evaluation. <br /> <br /> Commissioner Larson asked Earl Haugen to inform the Board before <br />bids are advertised for engineering services on the southside rural <br />sewer project. <br /> <br /> Hearings were held on Applications for Abatement and Settlement <br />of Taxes submitted by Charles E. Miller, by Glory L. Harwood on two <br />parcels of land, and by Robert Claus. Frank Klein, County Director <br />of Tax Equalization, was present. The only applicant present was <br />Mr. Robert Claus. <br /> <br /> On the abatement requested by Charles Miller, Frank Klein stated <br />that Reed Township reached an agreement with the applicant that the <br />valuation be set at $126,000 instead of $140,000. Mr. Larson moved <br />and Mr. Sondrall seconded to accept the recommendation of Frank Klein <br />on Abatement #3881 for Charles E. Miller to reduce the valuation <br />from $140,000 to $126,000 for the year 1988. On roll call vote, the <br />motion carried unanimously. <br /> <br /> <br />
