138 REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS OCTOBER 25, 1988 Chairman Don Eokert called the meeting to order with all members present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Jeannette Stanton, and Ray Larson. Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as written. Motion carried. Upon the request of Jim Berglie from the Social Services Community Survival Program, Mrs. Stanton moved and Mr. Sondrall seconded that he be authorized to hire a Human Service Aide II in Pay Grade 15 at a starting salary of $6.11 per hour. On roll call vote, the motion carried unanimously. This position was approved by the County Commission on August 16th in Pay Grade 12 but was upgraded by the State Social Services Central Personnel. Mr. Sondrall moved and Mrs. Stanton seconded that Jim Berglie be authorized to replace a Homemaker II position in Pay Grade 12 in the Community Survival Program. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Larson seconded to approve the revised Technical Assistance Contract, as approved by the County Planning Commission, to be used by the Planning Department to enter into agreements with local jurisdictions to provide technical assistance with land use issues. On roll call vote, the motion carried unanimously. Upon the recommendation of County Engineer Don Richards, Mr. Sondrall moved and Mrs. Stanton seconded to grant a utility permit to U.S. West Communications to replace cable across County Road 34 west of the bridge at Georgetown. Motion carried. Upon the recommendation of the County Engineer, Mrs. Stanton moved and Mr. Sondrall seconded to grant utility permits to Cass County Electric under County Roads 6 and 15 at four locations. Motion carried. Don Richards reported that he received a letter from the attorney for the Normanna Township Board of Supervisors requesting a meeting with the Cass County Commission concerning a financial contribution for the bridge three miles east of Kindred. Mr. Richards stated that the Commission also has a pending project with Stanley Township for the "Rutten" bridge. The Commissioners felt it would be helpful to have a written proposal in advance of meeting with township officials, and it was suggested that both bridges be discussed by the Road Committee. Don Richards suggested the date of November 10th at 1:30 PM for a meeting of the Road Committee, and the Chairman asked him to notify the Normanna and Stanley Township officials.
