133 <br /> <br /> County Engineer Don Richards reported on <br />PrO3eots. <br /> <br />the status of road <br /> <br /> Discussion was held on property for sale to the south of the <br />Courthouse. Hr. Wieland listed potential uses as an immediate need <br />for storage of the Maintenance Department tractor, and an opportunity <br />to purchase property adjacent to the Courthouse. He stated that <br />there are apartments and office space on the property which are <br />presently rented. Mr. Larson stated that the property could also be <br />used for records storage. Total cost of the property would be <br />$182,014.21, and Mr. Wieland proposed that the County pay down <br />$1'7,014.12, less $500.00 already paid on the purchase option, and to <br />pay monthly payments of $1,'729.69 on a lease purchase option for five <br />years. [he County would collect the rents and use that money to make <br />payments. Nfs. Stanton asked if the States Attorney has given his <br />approval for the County to rent property, and Mr. Larson stated that <br />he has under the circumstances. She also stated that the purchase <br />price was stated as $1'78,000 when this property was first offered for <br />sale. Nr. Wieland stated that the present owners have made two <br />interest payments since that time. <br /> <br /> Mr. Larson moved and Hr. Nieland seconded that the Chairman be <br />authorized to sign a lease purchase agreement with Paul Vaagne and <br />Gary Griffeth for the purchase of property to the south of the <br />Courthouse at a cost of $182,014.21, with $17,014.21 down less <br />$500.00 already paid, and the balance on a 5-year lease optioni this <br />being subject to approval of the States Attorney. At the call for <br />the question and upon roll call vote, the motion carried with three <br />members present voting "Aye", and Mrs. Stanton opposing. <br /> <br /> Hr. Larson moved and Mr. Wieland seconded that Vouchers No. 3277 <br />through No. 4113 be approved and ordered paid. On roll call vote, <br />the motion carried with all members present voting "Aye" <br /> <br /> Correspondence was received from the North Dakota Parks and <br />Recreation Department seeking public input on possible development of <br />a new State park in southeastern North Dakota. A workshop will be <br />held at the Fargo Doublewood Inn on October 11, 1988, at 7:00 P.M. <br /> <br /> Mrs. Stanton asked Mr. Wieland to review the overtime report for <br />September from the Social Services Community Survival Program. <br /> <br /> Mr. Nieland moved and Mr. Larson seconded to receive and file a <br />letter from the United States Department of Agriculture, Soil <br />Conservation Service, showing a cost estimate of $178,000 for <br />recorrelation of the Tri-County and Cass County Soil Surveys, with an <br />estimated starting date of 1991. Notion carried. Copies will be <br />provided to each Commissioner and to County Planner Earl Haugen. <br /> <br /> A letter from the State Office of Intergovernmental Assistance <br />regarding grant money for reduced energy consumption in <br />government-owned buildings was referred to Richard Offutt, Director <br />of Administrative Services. <br /> <br /> Each Oommissioner will receive a copy of the Resolution adopted <br />by the Fargo City Commission requesting Cass County to be the lead <br />agency for the 45th Street and 1-94 Interchange project. <br /> <br /> <br />
