132 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />OCTOBER 4, 1988 <br /> <br /> Chairman Don Eokert called the meeting to order with four <br />members present as follows: Alon Wieland, Don Eokert, Jeannette <br />Stanton, and Ray Larson. Commissioner Oscar Sondrali was absent. <br /> <br /> Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> Bonnie Johnson, Regional Ohild Support Enforcement Director, <br />appeared before the 8card to request salary increases for her staff <br />from the $50,000 which the Commission set aside in the 1989 budget <br />for salary adjustments. State and Federal Government share in the <br />salaries of her employees, as well as six counties in this region. <br />She requested the Oommission to finalize the salary portion of her <br />budget at this time so that the increase would be paid by all <br />entities. She stated that other counties have incentive programs for <br />rewarding the employees of the Child Support Enforcement Unit, and <br />collections from her unit far exceed other offices in the country. <br />Mrs. Stanton stated that there are other agencies involved in each <br />collection, and she does not feel an incentive program for one <br />department is fair to other employees. <br /> <br /> Mr. Larson moved that salary adjustments be budgeted for Bonnie <br />Johnson and staff for 1989 as requested, but that a final decision <br />be made in 30 days to allow time to review salary adjustments in <br />other departments. 'The motion failed for lack of a second. <br /> <br /> Mr. Nieland expressed concern over one of the salary <br />adjustments. Mr. Larson moved that salary adjustments be budgeted <br />for 8onnie Johnson and staff for 1989, with the exception of one that <br />would be over the mid-point on the County pay scale. Mr. Wieland <br />stated that the salary survey conducted by Bob 81ack of Eide Helmeke <br />Company recommended less of an increase for the staff attorney than <br />8onnie Johnson is requesting. Mr. Larson withdrew his motion. <br /> <br /> Mr. Larson moved to authorize proposed salary adjustments for <br />Bonnie Johnson and staff as requested for 1989 with the exception <br />that the staff attorney receive an additional $2,825, and not to <br />exceed the mid-point for the employee which Bonnie Johnson requested <br />be over the mid-point. The motion failed for lack of a second. Some <br />members of the Commission felt it would be unfair to make any salary <br />adjustments until all departments have been reviewed. <br /> <br /> = Concerning a request for payroll deduction for cancer insurance <br />through American Heritage, George Arnold and Associates, Inc., <br />Mr. Wieiand informed George Arnold and Kirk Arnold, who were present <br />today, of the County policy relating to solicitation on premises <br />and the policy on payroll deductions. Mr. Wieiand asked for a list <br />of names of Oounty employees enrolling in the plan, and it was noted <br />that there are 18 listed. George Arnold stated that these employees <br />are receiving insurance coverage until November let without a premium <br />payment. Mr. Larson moved and Mrs. Stanton seconded to authorize <br />payroll deduction for American Heritage cancer insurance, according <br />to the County Personnel Policy Manual. Motion carried. <br /> <br /> <br />
