126 <br /> <br />REGULAR MEETING OF CASS COUNIY BOARD OF COMMISSIONERS <br /> <br />SEPTEMBER 20, 1988 <br /> <br /> Chairman Don Eokert called the meeting to order with ail members <br />present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, <br />Jeannette Stanton, and Ray Larso~. <br /> <br /> County Planner Earl Haugen requested that t~e mlnutes of the <br />previous meeting be amended concerning the Oxbow incorporation. He <br />asked that the following sentence be included after Mr. Twomey stated <br />that Earl Haugen did not list any specific concerns. "His concerns <br />are listed in his reports of the Petition, which are a part of the <br />file of this record." Mrs. Stanton moved and Mr. Sondrall seconded <br />that the minutes be approved as corrected. Motion carried. <br /> <br /> Mr. Steve Zaiser from the Metropolitan Council of Governments <br />described on a map the route system for the metropolitan bikeway <br />plan. He stated that he has made a presentation to the County <br />Planning Commission, and he understands that Cass County <br />interested in extending the bikeway plan beyond the Fargo Oity limlts <br />in the Council's scope of work for next year. Mrs. Stanton moved and <br />Mr. Larson seconded to approve the Bikeway Plan, as presented by <br />the Metropolitan Council of Governments. Motion carried. <br /> <br /> Sheriff Don Rudnick appeared before the Board to ask if there <br />are any questions on the jail staffing report, copies of which He <br />provided two weeks ago. He stated that there are some critical times <br />where additional staff is needed. As soon as a new facility is <br />built, there wlll be staffing requirements to meet. He felt the <br />County should begin adding staff now in order to be prepared mhen a <br />new 3ail is built. Mrs. Stanton suggested hiring more part-time <br />employees rather than paying overtime. <br /> <br /> A representative of AT&'T Company mas present to discuss <br />installation of fiber optic cable across five county roads in Cass <br />County. He stated that he has been in contact with the Water <br />Resource Districts involved and also the County Planner. Upon the <br />recommendation of County Engineer Don Richards, Mr. Wieland moved and <br />Mrs. Stanton seconded to allow AT&T to install fiber optic cable <br />across County roads 17, 19, 11, 15, and 9 subject to approval by the <br />Water Resource Districts. On roll call vote, the motion carried <br />unanimously. <br /> <br /> Don Richards reported that the Road Department office building <br />in West Fargo received some water damage as a result of the rain <br />storm on September 18th, and he has contacted the insurance company. <br /> <br /> Concerning a proposed policy on offering assistance on road <br />pro3ects, Mr. Wieland suggested that the County Engineer review the <br />proposal and make any recommendations at the next meeting. <br /> <br /> <br />
