124 <br /> <br /> Mr. Wieland moved and Mr. Larson seconded that the Chairman be <br />authorized to sign the contract with F-M Asphalt for paving of two <br />miles of County Road 51. Motion carried. <br /> <br /> Assistant States Attorney Jim 'Twomey asked if the OommLssion had <br />any corrections or additions to the written record of findings of the <br />Oxbow incorporation. Mrs. Stanton asked about the concerns of the <br />County Planner, and Mr. Twomey stated that Earl Haugen did not llst <br />any specific concerns. His concerns are listed in his <br />reports of the Petition, which are a part of the file of <br />this record. Mr. Larson moved and Mrs. Stanton seconded to accept <br />the written record of findings on the Oxbow Incorporation, as <br />presented by the States Attorney's Office, and authorize the Chairman <br />to sign it. Motion carried. <br /> <br /> Mr. Wieland moved and Mr. Sondrall seconded that the Chairman be <br />authorized to sign the Order directing that an election be held on <br />the incorporation of Oxbow on the date of September 29, 1988, during <br />the hours prescribed by law; and to approve the appointments of Sonya <br />Stockman, Nanda Hall, and Sane Mattson as inspectors; subGeot to <br />approval of the County Auditor. Motion carried unanimously. <br />Mr. 'Twomey beiieves the County is responsible for the election <br />and costs, which are estimated at about $200.00, but the attorney for <br />the proponents of the Oxbow incorporation beiLeves the County will De <br />reimbursed if the City of Oxbow is formed. <br /> <br /> At the suggestion of County Planner Earl Haugen, Mrs. Stanton <br />moved and Mr. Larson seconded to contact the Metropolitan CounoLi of <br />Governments about including in their i989 work program a pian for <br />extending the bikeway paths to the rural areas. Motion carried. <br /> <br /> Mr. Wieland moved and Mrs. Stanton seconded to approve the <br />appointment of Mr. Curtis Hildahl of West Fargo to the County <br />Planning Commission to complete the term of L. E. Berger, which <br />expires January 1, 1990. Motion carried. <br /> <br /> Lyle Olson, Leonard 'Township Board Chairman, appeared along with <br />Rodger Olson, Doug Lanctot and Clayton Brown from the Leonard area <br />to request a contribution of $1'7,000 from the County to pave <br />seven-tenths mile of road, two-tenth~ being within the city limits of <br />Leonard and five-tenths extending west of the city limits. A paving <br />contractor is working in the Leonard area and quoted a bid of <br />$47,000. Presently, $30,000 has been raised and a meeting will <br />be held with the grain condominium association later this week. <br />Mr. Wieland questioned whether the County would be setting a <br />precedent, and he urged the Commission to adopt some criteria. <br /> <br /> Mrs. Stanton moved and Mr. Sondrall seconded to contribute <br />$10,000 to the paving of seven-tenths mile of road at Leonard, to be <br />paid from the Contingency Fund. However, Mr. Wieland asked that the <br />motion include setting up guidelines for this type of situation, and <br />that one of them be to limit the County's contribution to 20~ or <br />$10,000, whichever is less. Mrs. Stanton agreed to include this in <br />the motion thereby making the County's contribution to Leomard $9,400 <br />which is 20~ At the call for the question, the motion carried on <br />roll call vote with all members voting "Aye" Mr. Wieland will <br />provide additional guidelines for consideration at the next meeting. <br /> <br /> <br />
