117 <br /> <br />REGULAR MEE]ING OF CASS COUN[¥ BUARD OP COMMiSSiONERS <br /> <br />AUGUSt 30, 1~88 <br /> <br /> chairman Don EcKert called the Meetzng to order with all members <br />present as follows: OSOaF Sondrall, Alon Wieland, Don Eokert, <br />Jeannette Stanton, and Ray Lanson. <br /> <br /> After reviewing changes made in the minutes of the previous <br />Meeting, Mr. Lanson moved and Mrs. Stanton seconded to approve the <br />second set of minutes of the August 25rd meeting. Motion carried. <br /> <br /> Commissioner Ray Lanson reported that the County again has the <br />opportunity to purchase property to the south of the Courthouse. He <br />stated that the property was sold in May or June 'to an insurance <br />company and since that time, the purchasers desire to dispose of it <br />for an amount equal to what they have invested in it which is <br />approximately $178,000.00. Discussion was held on proposed uses of <br />the property, and Mrs. Stanton asked for a written list of the <br />proposed uses. <br /> <br /> Commissioner Wieland felt that owning the property would not <br />cost the County any money because of the rental income. Mrs. Stanton <br />also requested something in writing from the States Attorney on the <br />legality of the County renting out the apartments that are presently <br />rented. ComMissioner Eokert stated that he would support a purchase <br />agreement to allow more time to consider other alternatives. <br />Commissioner Sondrali felt that the purchase price is in order. <br /> <br /> Mr. Lanson moved and Mr. Sondrali seconded to authorize either <br />the Cass County Building Authority or the Cass County Commission to <br />purchase the property south of the Courthouse for $178,000.00, <br />subject to approval of the States Attorney. Mrs. Stanton offered a <br />substitute motion that the County Commission be granted at least two <br />week's time to prepare a plan for the proposed use of that property, <br />and that the County obtain a purchase option from the owners. <br />Mr. Wieland seconded the motion for purpose of discussion. Upon <br />further discussion, Mr. Lanson asked Mrs. Stanton to withdraw her <br />substitute motion with the idea that Commissioner Wieiand make a <br />telephone oaii to the property owners during a coffee break this <br />Morning. Mrs. Stanton withdrew her substitute motion and Mr. Wieland <br />withdrew his second. Mr-. Lanson withdrew his motion and <br />Mr. Sondrall withdrew his second, l'~e matter will be discussed again <br />later in the meeting. <br /> <br /> Upon the request of Ruth Ann Anderson from Social Services, <br />Mrs. Stanton moved and Mr. Lanson seconded to authorize staff <br />replacement for a Social Norker ii in pay grade 23. On roll call <br />vote, the motion carried unanimously. Mrs. Stanton reminded her to <br />contact the Personnel Department. <br /> <br /> Upon the recommendation of the County Road Department, <br />Mr. Sondrall moved and Mrs. Stanton seconded 'to grant a utility <br />permit to Wulff & Brown Plumbing and Heating by Gary Gniffeth to <br />place a water main under County Road 20 in the SE 1/4 of Section 14, <br />Reed Township, subject to reaffirming that they are bonded. Hotion <br />carried. <br /> <br /> <br />
